INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, Gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The HR Assistant is expected to provide support to the HR Unit in the following activities: -

RESPONSIBILITIES

  • Maintain a thorough knowledge of DRC HR policies and ensure adherence to it.
  • Assist the HR and Admin Coordinator in the preparation of payrolls, final payments, and Ethiopia Migration Program recruitments and administration-related issues.
  • Ensure personnel files are complete and accurate assuring adherence to the highest level of confidentiality.
  • Assist the HR Team in making internal and/or external announcements of vacancies as required by different offices in DRC;
  • Checks the fulfillment of all the required documents in the employee personal file and make sure that the CO has a sound documentation system;
  • Ensures that all staff are insured when they first join the organization, sends the updates of any changes that affect our insurance policy like salary increment, termination, dependent updates, transfer, etc;
  • Handles all insurance-related issues of staff in a very organized and professional manner;
  • Records and updates salaries and allowances, transfers, promotions completion of probation; termination of service, etc. of staff on personnel files and DRC Dynamics;
  • Make sure that all newly hired staff have got DRC ID;
  • Make sure that all staff in DRC Addis and FOs have been registered in the government pension scheme and keep the record in the personal file.
  • Prepare loan request letter, certificate of work, PF requests, cost-sharing, and other letters as requested by staff members.
  • Inform the bank whenever staff members took bank loans, and leave the organization.
  • Keep records of every communication in the relevant file
  • Keep personal files based on the checklist.
  • Cost Sharing: follow up with staff who have learned to use the cost-sharing benefit of the government and deduct the amount from their basic salary.
  • Request, update, compile the hybrid allowance, and share it with the Administration Coordinator every month.
  • Monthly update the staff directory and share it with all staff.
  • Any other tasks that will be assigned to you by your line manager and the HR Team.

Experience and Technical Competencies: (include years of experience)

  • 2 years experience for Diploma or above 1-year experience for BA holders
  • High integrity, pro-active, stable, robust character, and a good team-player
  • Excellent communication skills
  • Excellent analytical and negotiation skills
  • Experience in working in NGOs
  • Proven commitment to accountability practices.
  • Knowledge of computers: word processing, database management packages.

Education (include certificates, licenses, etc.):

  • Diploma or BA in Human Resource Management or other relevant fields.

Languages: (indicate fluency level)

  • Fluent in written and spoken English and Amharic
