Overview

  • University degree in Human Resources Management, Business Administration and/or relevant discipline.
  • Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context.
  • Experience from working in complex contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

The HR and Admin Manager will oversee, manage, develop and strengthen all HR and Admin functions in order to provide efficient and effective Human Resources and Administration support to the NRC Moldova Country Programme and ensure that the HR system is according to NRC standard to support programme/project implementation.

What you will do:

  1. Implementation of the Global Standards and initiatives at the Moldova Country Office
  2. Contribute to the Country Organization’s strategy and the Plan of Action by providing input and initiatives and follow up on completion and roll out
  3. National staff development and capacity building focusing on new HR staff
  4. Support and guidance to the international staff
  5. Strengthen the recruitment processes ensuring adherence to the minimum standards
  6. Strengthen training and inductions / on-boarding.
  7. Improve the quality of Performance management conducted by line managers across the Moldova Country Office
  8. Maintain a healthy and empowering office environment that encourages open, honest, and productive communication
  9. Support line managers in procedures and require support team trainings
  10. Planning and managing administrative procedures and systems.
  11. Ensure with relevant teams, Country Office administrative equipment are at high operational standards.
  12. Work closely with HoS on annual HR and Admin Strategy development and action plan implementation.
  13. Ensure adherence to NRC policies and the national labor law in all processes and procedures (Advice in personnel conflicts/processes when relevant Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  14. Align, implement, and maintain NRC HR systems, policies and procedures and ensure they are implemented in accordance with NRC policy and guidelines. In so doing ensure that the HR policies and procedures in Moldova are consistent with local government laws and good practice.
  15. Guide senior management team and line managers on HR processes such as recruitment; induction; staff development; performance management; reward etc
  16. Update staff on HR policies, processes, and procedures.
  17. Provide technical support to the Managers and the HR focal point persons during recruitments and selection in the region and through NRC People.
  18. Align/design, implement and maintain an effective and efficient staff record and filing system including contracts, leave, medical, archiving etc
  19. Manage staff benefits schemes like medical, insurance, accident insurance
  20. Ensure timely processing of the payroll for Moldova offices.
  21. In consultation with the HoS, CD and Area Managers, address staff grievances and disciplinary measures
  22. Coordinate all NRC staff training and development in accordance with NRC Handbook and decisions taken by the management in Moldova
  23. Coordinate new HR and Administrative initiatives from NRC CEERO
