Job Description

JOB OVERVIEW:

The Housing Manager is responsible for managing a team of Housing Specialists to secure short term and long term housing for recently arrived individuals and families and training families on how to successfully manage use of housing; for managing operations of a short-term housing facility, including managing an array of services delivered by volunteer and external service providers within a short-term housing facility. The Housing Manager directly supervises three Housing Specialists, housing interns and volunteers and indirectly supervises the Intensive Case Management Housing and Logistics Specialist. The Housing Manager provides a quality assurance function of building and monitoring the Housing team’s documentation practices within financial and services softwares (including Integra, ETO, SRIS).

Reports to: Executive Director

CORE RESPONSIBILITES:

Supervision of Short- and Long-Term Housing Procurement

· Supervise team members researching and securing appropriate and affordable housing for individuals and families arriving to Boise in accordance with IRC housing requirements. Make sure that staff who are the primary point of contact for rental management companies and related partner organizations, are quickly and appropriately stewarding the relationships.

· Supervise team setting up housing for refugees, including procurement of furniture and household goods, delivery and set up coordination, utility set-up and required safety inspections.

· Serve as primary point of contact with the Neighbors United Housing Taskforce, to connect units identified or secured by Neighbors United to new arrivals to Boise.

· Monitor the progress of several running pilots of groups co-signing leases for clients for successful lease signings and performance through end of lease.

· Support team members who cultivate and manage partnerships with community organizations and individual volunteers to support housing set-ups.

· Make sure housing team carefully coordinates with the resettlement team for scheduling and attending lease signing appointments, submitting work order requests, conducting home visits, and other tasks as needed and assigned.

Supervision of Housing Training

· Ensure housing team consistently delivers housing skills assessments as clients arrive.

· Ensure housing team delivers housing maintenance training tailored to the skill levels from housing skills assessments.

· Coordinate home visits of guests in short-term housing, via scheduling volunteer Housing Hygiene Coaches who visit guests’ accommodations monthly to assess unit status and deliver in-person coaching where skill improvement is needed.

Supervision of Short-Term Housing Operations, Including External Service Providers

· Coordinate day to day operations of short term housing facility, including:

· Serving as primary point of contact with property management company and developer about maintenance needs, renovation schedule, rent payments, room usage, security staffing.

· Coordinating volunteer team running laundry facility.

· Coordinating room use and access of well-being services brought to the facility by other organizations, including but not limited to meal deliveries, language classes, well-being classes, exercise classes, cultural events.

· Coordinating schedule of orientations to the facility for all people starting their stay, to cover Safety and Security; house rules; hygiene rules; bus training; accessing nearby groceries, and more as needed.

Supervision, Outreach and Other

· Represent IRC at local meetings, seminars, forums, and other community outreach opportunities.

· Ensure the housing team is following all IRC documentation and compliance protocols.

· Conduct outreach, networking activities, and other advertising to recruit and educate potential donors, volunteers and partners.

· Coordinate administrative functions and maintenance for IRC vehicles.

· Assist with other duties as assigned.

REQUIREMENTS:

· Bachelor’s degree from an accredited university or college required.

· Minimum two years of experience implementing refugee resettlement or related programs.

· Experience supervising, supporting, and training staff, interns and volunteers required.

· Lived refugee experience strongly preferred.

· Fluency in English required. Fluency in a second language (Swahili, Dari, Pashto, Arabic, Burmese, Farsi, French, Nepali, Spanish) strongly preferred.

· Experience in program management and responsibility for budget management strongly preferred.

· Demonstrated ability and interest to cultivate partnerships with community organizations to meet mutual goals.

· Demonstrated ability to manage complex logistics involving multiple stakeholders within a limited timeframe.

· Strong self-starter and initiative: demonstrated ability to lead new projects and develop new partnerships on behalf of the organization.

· Excellent organizational, time management and project management skills.

· Strong computer skills. Proficiency in MS Word, Excel, Outlook, and web-based databases and applications required.

· Ability to work some evening and weekend hours for special events and trainings.

· Valid driver’s license, access to a vehicle with current insurance, or the ability to secure so soon after job start, preferred.

Working Environment:

· A combination of standard office environment and ‘field’ time in and around the service delivery area to perform the above outlined responsibilities.

· This position could start fully remote, however would need to transition to geographically in Boise in person, within a timeframe negotiated to agreement between a candidate and IRC Boise.

· Physical ability to safely lift and carry furniture and other household goods in support of furnishing new homes for IRC clients, to support team as needed.

· May require occasional weekend and/or evening work.
