Purpose of the Position
World Vision Germany in partnership World Vision Georgia Foundation and Danish Refugee Council is implementing Poverty Alleviation Program in Georgia through ultra-poor graduation methodology project with the financial support of SIDA. The key implementing partner in the project is Social Service Agency, which works directly with poor families through household Empowerment consultants with support of WVGF and DRC. Beneficiary households are selected from the SSA database – those who are recipients of the targeted social assistance (TSA).
The overall objective of this position is to work with refugee families who are TSA recipients and living in different regions of Georgia. The position aims to support selected refugee households through implementation of pillars under Ultra Poor Graduation Methodology, link selected HHs to different services and provide ongoing coaching and mentoring as per the methodology. He/she will also be responsible for working closely with regional offices of SSA, other line agencies and stakeholders to ensure inclusion and empowerment of refugee HHs. In addition, this person will be responsible for supporting and participating project events on different levels.
Major Job responsibilities include:
• Conduct introduction visits to each pre-selected household; • Conduct visits at the selected households, assessing their abilities and skills using special tools, for official registration in the pilot program; • Preparing a report on the results of family assessment and submitting it to the regional coordination mechanism on family inclusion in the program or termination of participation; • Signing of "cooperation agreement" with selected households; • Set-up a household graduation plan in selected families, evaluating/revising the graduation plan after achieving each goal/task, making corrections/changes if necessary; • Providing ongoing support to selected households, individual coaching of household members on the development of personal and labor skills, promotion of involvement in social services available at the local and central level (assistance in filling out an application, collecting documentation, etc.); • Conduct monthly monitoring visits at the households to track the progress/regress of achieving the goals defined by the graduation plan, reflect them in the graduation plan and relate them to the defined criteria for overcoming poverty for the family. Also, the purpose of the visits is to identify the existing challenges; • Selection of appropriate approaches to increase access to sources of livelihood for households, considering the capabilities of the household member(s) and the existing labor market; • Support selected families to have access to different services based on identified needs, which will be linked to relevant components of the ultra-poor graduation model, such as social protection, increased access to livelihoods, social empowerment, and improvement of financial/savings skills; • Selection of member(s) from each household who will undergo appropriate training (theoretical and practical) in basic technical skills and internship in a relevant organization, as well as identification of a family member who, if necessary, will undergo entrepreneurship and/or small business training; • Refer households with various service providers (gender inclusive financial programming/management, positive parenting, immunization, communication skills, stress management, gender equality and social inclusion, children's rights, and others) for further training, as well as supporting their involvement in collective events (children, environmental events, youth clubs, etc.); • Other activities related to family support/strengthening; • Coordinate with regional mentors, SSA representatives and project stakeholders to ensure the smooth implementation of project activities.
Requirements
• At least 3 years of experience in working with the most vulnerable families; • Bachelor’s or master degree preferably in social/political science/psychology; • Knowledge of refugee context; • Exceptional verbal and written communication skills, with thorough knowledge of Georgian and English (both verbal and written); • Basic digital skills (excel, word, PowerPoint) and word processing skills; • Have a thorough knowledge and understanding of the political, legal, economic and cultural context of Georgia, especially with regards to social protection and livelihoods sectors in Georgia; • Strong relationships/networking with the actors in the sector; • Strong communication, interpersonal, negotiation skills; • Strong coordination and facilitation skills; • Ability to handle highly stressful, sensitive situations, to maintain confidentiality and professional boundaries; • Analytical aptitude and attention to details; • Self-disciplined with strong organizational and time management skills; • High sense of responsibility and ability to work with minimal supervision; • Demonstrates integrity, loyalty and understanding of main humanitarian principles; • Displays cultural, gender, religion, race, national and age sensitivity and adaptability; • Honesty and strong commitment to implementation of the rights of children and WV principles;
