Under the overall direction of the Chief of the Humanitarian Evidence and Learning Section (HELS), the Emergency Specialist - Planning, Monitoring & Evaluation, Humanitarian Performance Monitoring (Emergency Response Team) is responsible for support to development, implementation, monitoring and evaluation of UNICEF’s emergency preparedness and response in activities and results related to planning and monitoring; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitments for Children in Humanitarian Action as well as national and international humanitarian standards.

This includes working with Headquarter, Regional and Country offices in developing plans and activities to strengthen UNICEF’s capacity to deliver effective planning and monitoring support in emergency situations; provision of technical assistance to Regional Offices and Country Offices both in addressing acute emergencies and in programming to mitigate the impact of chronic and complex emergencies; and contributing to improved approaches and systems for planning and monitoring of emergency response within UNICEF. Primary focus of work will be in Level 3 emergencies.

When deployed (approximately 70% of the time), responsible for collaborating with the country team to support optimal humanitarian response, ensuring implementation of high impact interventions in acute and chronic emergencies as outlined in UNICEF’s technical guidelines and providing guidance and direction on emergency planning and monitoring issues.

How can you make a difference?

Situation analysis and strengthening of assessment, planning, monitoring and reporting information systems

  • Support the CO to organize and consolidate overarching and sectoral situation analysis based on available information.
  • Advise on what additional information is needed through one off data collection or strengthening of available information systems to guide the response.
  • Facilitate appropriately structured field monitoring visits across all sections to emergency locations to assess programme progress, to identify major problems and constraints and to propose solutions and actions.
  • Support Results Based Management (RBM) through systems and processes for analysis and use of information collected from assessments, partner reporting and field monitoring.

Strategy and capacity development

  • Collaborate with CO, RO and HQ in providing technical guidance, analyzing and advising the Representative and the country team on the development of appropriate planning and monitoring policies, strategies and implementation frameworks to ensure needs-based planning and RBM of the response. These strategies will also take into account existing country programme and long-term national priorities.
  • Work with the CO to support the response and preparedness by coordinating inputs and preparing assessment and monitoring plans.
  • Advise of and support establishment and utilization of monitoring mechanisms including digital data collection, analysis and visualization.
  • Identify capacity needs for UNICEF staff and agencies engaged in the response and appropriate capacity development activities and resources.
  • Lead and guide UNICEF’s engagement with stakeholders working in emergencies.
  • Participate in the development of joint policies and technical guidelines for appropriate provision of the response in emergencies, in coordination with other UN agencies, relevant NGOs and institutions through sector/cluster coordination mechanisms.

Identification of human and other resourcing needs

  • In collaboration with CO, RO and HQ advise on appropriate (level and skills) staffing for assessment, planning, monitoring and reporting that is required to support UNICEF’s programming, and meet its accountability to affected populations, partners and donors. from onset through transition from emergency (where relevant).
  • Advise on immediate and ongoing supplies needs as well as financial needs for the emergency response in close coordination with Supply Division and contribute to resource mobilization.

Promotion of partnerships and networks

  • Promote partnership with relevant agencies and negotiate country level MOU and LOU as appropriate.
  • Effective communication and networking achieved through partnership and collaboration including assistance to Clusters, Sectors and other coordination bodies.

Evaluation and reporting of the emergency response

  • In cooperation with the Emergency Response Team, HQ and the Regional and Country office, advise on and oversee the evaluation of the emergency response to ensure achievement of the organization’s objectives in this area (e.g. facilitation and documentation of the response, after action reviews, lessons learned, good monitoring practices and evaluation frameworks) as well as liaising with donors and contribute to donor/response reporting to ensure that the emergency response is adequately resourced and documented for future planning and strategy development.
  • Facilitate timely evaluative exercises, including After Action Reviews and Lessons Learnt, during the early stages of the response to identify problems early and take corrective action.

Ongoing technical support

  • Prepare end of mission/handover reports for submission to the CO, RO and HQ colleagues outlining required action from each level.
  • Ensure regular liaison with ROs, HQ and partners to ensure follow-up actions at the respective levels and information needs are met.

Improving UNICEF’s emergency response systems and emergency preparedness (approximately 30% non-deployment)

  • Identify institutional bottlenecks in delivery of emergency response, and liaise with other Divisions and sectors within UNICEF (eg. EMOPs, CERP, & DAPM) to improve UNICEF systems and standards for emergency response.
  • Work closely with the Assessment, Planning, Monitoring and Evaluation Specialist in HELS to ensure that UNICEF’s contribution to planning and monitoring in emergencies are of the highest possible quality.
  • Support HELS’s oversight and ensure UNICEF’s contribution and engagement in global assessment, planning, monitoring and reporting policies, standards and guidelines including interagency tools such as IASC Humanitarian Needs Overviews and Humanitarian Response Plans.
  • Contribute to work on comprehensive risk-informed programming.
  • Work with the Emergency Focal Points and other relevant staff members in EMOPS, PD, DHR, Supply Division etc. to direct, ensure and improve UNICEF’s capacity to be prepared and respond to emergencies including staffing, supplies and mechanisms.
  • In collaboration with HQ, RO and CO, design and conduct training for UNICEF’s staff/consultants and counterparts in emergency preparedness and response, to improve the quality and consistency of emergency response activities.
  • Support the development of emergency preparedness and response plans for incipient crisis countries.
  • Support the documentation of lessons learnt from UNICEF planning and monitoring activities and identify priority areas for consideration, analysis and research in emergency context.
  • Supports HQ technical contributions to emergency funding proposals and reporting.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in social sciences, relevant humanitarian sector, conflict studies, public health or epidemiology, or other related social science field is required. A field research component is an advantage.

    * A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with two (2) years of relevant work experience in a relevant technical field (as identified below), may be taken in lieu of an advanced university degree (Master's).

  • A minimum of 8 years of professional experience in assessment, planning, monitoring, reporting or evaluation management or advisory support, or policy work at national level, at least 3 years of which at international level, is required.
  • Relevant experience in in the areas of assessment, planning, monitoring, reporting or evaluation in any UN system agency or organization is an asset.
  • Experience in Emergency settings (preparedness and response) required.
  • Exposure to ensuring that gender is reflected and incorporated into data collection and analysis is required.
  • Strong excel skills and competence with digital data collection and data visualization software (eg. ActivityInfo, KoBo Collect, ONA,or PowerBI) is required.
  • Strong analytical skills; planning and organizing skills; networking and relating skills; communication skills especially writing and drive for results.
  • Fluency in English; fluency in another UN language an asset.
