Purpose of Activity/Assignment

Reporting directly to the Co-Chairs of the Standby Partners (SBP) Steering Committee, the Network Coordinator (NC) will have a coordination, capacity building, facilitating and administrative function catering to all parties in the network and working closely with the SBP Steering Committee, Working Groups, and members of the network. The NC will work in close coordination with the Monitoring and Evaluation (MEAL) Coordinator; the roles will complement each other.

Scope of Work

Support to the SBP Steering Committee (SC) and Working Groups (WG)

  • Design and review Work Plans of the Secretariat and the Steering Committee together with the MEAL coordinator and SC, to ensure implementation against the objectives of the Strategic Framework and agreed timeframes.
  • Support the Steering Committee and Working Groups such as the duty of care working groups, to ensure the development of agendas and the drafting of actionable minutes. Monitor and report on the implementation of recommendations as required.
  • Provide advice on improving the network, working modes etc., to advance the work of the network.
  • In coordination with the Co-Chairs of the Steering Committee and the MEAL Coordinator, contribute to setting the direction and working mode of the Steering Committee, including planning, setting-up of necessary meeting structures, ensuring relevant documentation, and facilitating meetings for SBP Steering Committee meetings.
  • Assist the set-up and coordination of the existing as well as new WGs and Communities of Practice (CoP) in particular the Duty of Care working group.
  • Lead the agenda for monitoring and coordinating in-kind support to the Secretariat.

Coordination and Collaboration

  • Ensure that the Secretariat encompasses a service-oriented approach towards the members of the network.
  • Lead the agenda for key activities, such as Field Monitoring Missions and (Mid-)Annual Consultations.
  • Identify, prepare for and facilitate necessary coordination events with the SBP members, e.g. emergency coordination meetings, thematic coordination meetings, as necessary and relevant.
  • Build and nurture relationships with members and contribute to enhanced relationships amongst the members, e.g. through the identification of matters of common interest.

Training and capacity building

  • In direct support of the Chair(s) of the Working Groups and within the limits of delegated authority, support the network to scope needs in relation to training and capacity building including, but not limited to, exploring the re-engagement of the Training Working Group. Support a more targeted and focused investment of standby partners and UN agencies in roster management and capacity development.
  • In collaboration with the Chair of the Training Working Group, raise awareness of the capacity building opportunities available through the SBP Network, draw these together and share with the network members.

Communication, Information Sharing and Advocacy

  • In coordination with the SBP Steering Committee, develop an advocacy and communication strategy targeting existing and potential donors and existing and potential SBP members to articulate the added-value and impact of the SBP Network.
  • In coordination with the SBP Steering Committee, engage in targeted outreach to maintain, strengthen and incentivise participation in the SBP Network. This should also include direct outreach in support of the Co-Chairs of the Steering Committee in terms of physically meeting with existing and potential partners to advocate and promote the work of the SBP network and the role of the Steering Committee as well as other bodies of the network.

Administrative and Logistics Support

  • Act as the main focal point for the conceptualization and organization of SBP Network events (such as the Annual and Mid- Year Consultations) and other, ad hoc meetings (i.e. After-Action Review for emergencies) (either virtual or in person).
  • Lead on secretariat support and information continuity for and between the Steering Committee and Working Groups.

A yearly Report is shared with the members and other relevant stakeholders, alongside regular communication updates to the broader network.Produces a first draft of Annual Report, which should contain the main highlights from 2022 in terms of activities of the SC (20 pages)14 working days;

Consultant's Work Place and Official Travel

The assignment will be home-based, and no travel is foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a professional fee (in USD) based on 44 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master's or equivalent) in Business Administration, Legal, HR, or any other field associated with these areas.
  • Minimum five years of relevant international professional within the Humanitarian sector or development field operations.
  • Work experience in the field with either the UN and/or NGO in HR, personnel administration, M&E, programme management or operational support functions is considered an asset.
  • Work experience in humanitarian or development field operations is highly desirable.
  • Experience in learning/training and facilitation is also highly desirable.
  • Fluency in English, written and verbal, is required.
