Purpose of Activity/Assignment

Reporting directly to the Co-Chairs of the Standby Partners (SBP) Steering Committee, the Monitoring and Evaluation Coordinator (MEAL) will have a coordination, capacity building, facilitating and administrative function with a focus on Monitoring Evaluation Assessment and Learning catering to all parties in the network and working closely with the SBP Steering Committee, Working Groups, and members of the network. The MEAL CO will work in close coordination with the NC; the roles will be complementary to each other.

Scope of Work

Support to the SBP Steering Committee (SC) and Working Groups (WG)

  • Monitor Work Plans of the Secretariat and the Steering Committee to ensure implementation against the objectives of the Strategic Framework and agreed timeframes.
  • Support the Steering Committee and Working Groups to ensure the development of agendas and the drafting of actionable minutes. Monitor and report on the implementation of recommendations as required.
  • Identify challenges, gaps, and opportunities within the network and amongst its members, and prepare, organise and facilitate the advance the work of the SBP network and matters of common concern, in line with the Strategic Framework.
  • In coordination with the Co-Chairs of the Steering Committee and the Network Coordinator, contribute to setting the direction and working mode of the Steering Committee, including planning, setting of necessary meeting structures, ensure relevant documentation, facilitation of meetings for SBP Steering Committee meetings.
  • Lead the network’s efforts in data collection and verifying of data.

Coordination and Collaboration

  • Lead and steer the network’s activities in coordinating, compiling and mapping existing SBP resources and capacities.
  • Develop strategies for enhanced and more reliable data collection and management of the network resources (such as e.g. administrative/logistic terms for communication, advocacy and planning activities).
  • Support the SBP NC in planning and implementing key activities.
  • Build and nurture relationships with members and contribute to enhanced relationships amongst the members, e.g. through the identification of matters of common interest.
  • Support with emergency coordination call facilitation across the network and information management related to that response.

Communication, Information Sharing and Advocacy

  • Coordinate with the Network Coordinator in developing an advocacy and communications strategy targeting existing and potential donors and existing and potential SBP members that will articulate the added-value and impact of the SBP Network.
  • Work with the SBP Steering Committee, Network Coordinator and SBP members to compile and disseminate information products on behalf of the Network.
  • Assist the Network Coordinator in targeted outreach to maintain, strengthen and incentivize participation to the SBP Network.

Monitoring, Evaluation, Assessment and Learning

  • Work with Chairs of the Working Groups and the Steering Committee, to oversee the development and implementation of After-Action Reviews on SBP engagement. This includes the coordination of and attendance on joint monitoring visits as agreed by the SBP Steering Committee.
  • In direct support of the Chair of the Monitoring, Evaluation and Learning Working Group and within the limits of delegated authority, support the management of the overall organization in line with the work plan.
  • Assist network members in collecting case studies that provide quantitative and qualitative information on the impact of SBP deployments at the beneficiary level. This can be analysed at a response or SBP Network level to establish trends and identify lessons learned.
  • Act as a repository for good practices and lessons learned across the SBP.

Bi-weekly

Enhanced interoperability and collaboration amongst the members of the network and of the SBP network with other relevant networks, humanitarian actors and initiatives.Act as a focal point (technical and logistics) between UN agencies and NGOs during main informative sessions by arranging and facilitating meetings.4 working days;

Throughout the assignment

Key SBP events, such as the Annual Consultation (AC) and Mid-Annual Consultation (MAC) are successfully planned.Successfully plan the preparatory phase of key SBP events including sending invitations, booking and circulating the first draft of agenda.6 working days;

Consultant's Work Place and Official Travel

The assignment will be home-based, and no travel is foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a professional fee (in USD) based on 32 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master's or equivalent) in social sciences, statistics, planning, economics, or development. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • Minimum five (5) years of relevant international professional within the Humanitarian sector or development field operations.
  • Work experience in the field with either the UN and/or NGO in HR, personnel administration, M&E, programme management or operational support functions is considered an asset.
  • Work experience in humanitarian or development field operations is highly desirable.
  • Experience in learning/training and facilitation is also highly desirable.
  • Fluency in written and oral English. Knowledge of other UN languages is considered and asset.
