This project will examine opportunities to support Sustainable Development Goal 6 by matching donor incentives for more cost-effective and sustainable WASH services to vulnerable communities to growing private sector demand for investments with strong measurable environmental, social and governance (ESG) impact. UNICEF is seeking to design, pilot and launch a global blended financing facility dedicated to building sustainable water and sanitation infrastructure in fragile contexts.

These infrastructure investments will be aimed at reducing humanitarian reliance on more costly and carbon-intensive water and sanitation delivery modalities that may persist beyond their cost-effectiveness in protracted crisis contexts. The restricted nature of humanitarian funding and/or host government disinterest or inability to support infrastructure improvements in these contexts poses a challenge to financing more sustainable, cost-effective infrastructure.

How can you make a difference?

The individual contractor will report to the Chief of HELS in EMOPS at UNICEF HQ in New York, and will collaborate closely with especially the PD WASH’s Chief of Emergencies on work related to the blended finance project with KOIS.

WASH Blended Finance in Fragile Contexts Project

  • Collaborate with project stakeholders to support analysis and data retrieval for the highest quality project results
  • Work with internal innovative finance focal points to organize a third-party panel of experts as an advisory board to steer next steps in UNICEF’s collaboration with KOIS on a global WASH blended finance facility
  • Organize KOIS presentation to third party panel of experts, as final deliverable under current contract with KOIS
  • Support implementation of project next steps, as guided by panel of experts.
  • Reporting on project progress to the Hilton Foundation, as requested
  • Support to ECHO proposal submission process in coordination with PPD ECHO focal points.
  • Update and refine UNICEF’s water and sanitation nexus return on investment models, in close collaboration with PD WASH team

Advocacy and analysis of cost-effectiveness and -efficiency on humanitarian/development nexus approaches

  • Serve as support focal point to interagency anticipatory action CERF piloting efforts led by OCHA
  • Participation in Innovative Finance Technical Working Group
  • Advisory and analytical support to value analysis of new humanitarian financing approaches
  • Support to analysis of internal preparedness investments under the First Action Initiative, in close collaboration with EMOPS/RAPS team
  • Ad hoc value analysis advisory support

To qualify as an advocate for every child you will have…

  • Advanced university degree (master's degree or equivalent) in the social sciences, public policy, public administration, business, finance or related. First level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • Eight years+ of professional experience in international development finance and/or humanitarian resource mobilization, external relations, and partnership development.
  • Familiarity and understanding of impact investing trends, including blended finance approaches and impact bond structures. Conversant in financial investing concepts and practices.
  • Experience in conducting value analysis related to aid effectiveness, including value-for-money methodologies, ROI modeling, and cost/benefit approaches.
  • Strong experience in coordinating complex multi-stakeholder processes.
  • Knowledge of WASH programming and/or financing is desirable.
  • Prior work experience with UNICEF is a plus, especially in regard to familiarity with UNICEF’s legal and financial regulations.
  • Fluency in English is required. Knowledge of Arabic or French language would be an asset.

Conditions of contract

  • Duration: The contract is expected to be for 6 months, between August 2021 and February 2022.
  • Duty Station: The individual contractor will be home-based.
  • Payment: The individual contractor will be paid monthly based on satisfactory and timely delivery of outputs.
  • Travel: No travel foresee on this contract.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
