- Strong technical M&E skills, experience in data collection and analysis.
- Experience in humanitarian PME and/or Coordination.
- Experience in drafting humanitarian policy and guidelines.
- Fluency in English.
- Experience in humanitarian/emergency response with NGOs/UN system in the region is an asset.

Purpose of Activity/Assignment
Over the past year and a half, the UNICEF Regional Office for Europe and Central Asia (ECARO) has been coordinating the humanitarian response for children outside Ukraine. As part of this response, ECARO successfully established, implemented, and coordinated a regional Humanitarian Performance Monitoring (HPM) system for 16 countries involved in the humanitarian effort. Throughout this response, UNICEF prioritised partnerships with national counterparts and subnational authorities, including municipalities. Many of these partners were new to collaborating with UNICEF and had limited experience in humanitarian response. This engagement presented new challenges and opportunities for UNICEF's approach, especially concerning the implementation of HPM within this context.
As part of the ECARO response to the UNICEF evaluation of the humanitarian response for children outside of Ukraine, ECARO aims to engage a qualified consultant to support the HPM team in conducting an assessment and documenting valuable lessons learned from this experience. The primary objective is to document the way the HPM system has been implemented in the region and formulate actionable recommendations to be considered for better contextualizing the HPM package for ongoing and future humanitarian response in the Europe and Central Asia (ECA) region based on the lessons learned from this experience. The consultant will be responsible for delivering a compelling case study that presents the lessons learnt and suggest actionable recommendations to make the system more fit for purpose.
Scope of Work
a) Reviewing relevant documentation related to the establishment, rollout, and coordination of the HPM system in the ECA region.
b) Conducting in-depth interviews with key stakeholders, including UNICEF staff, national counterparts, subnational authorities, and other relevant partners, to gather insights into the challenges and successes encountered during the HPM design, roll out, and implementation.
c) Identifying and analysing the strengths and weaknesses of the current HPM system and its alignment with the overall humanitarian response strategy.
d) Identifying specific challenges faced by partners and UNICEF in implementing HPM.
e) Documenting good practices, innovative approaches, and successful strategies employed during the HPM implementation to overcome context specifying challenges.
f) Based on the lessons learned, the challenges and the good practices identified for the case study, suggest practical and actionable recommendations to improve effectiveness of the HPM package in ECARO and similar contexts.

Consultant's Work Place and Official Travel
The assignment will be home-based with no travel foreseen.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
