Purpose of Activity/Assignment

The Office of Emergency Programmes (EMOPS) and Private Fundraising and Partnerships (PFP) division aims to support countries in contracting a humanitarian private sector engagement and partnerships expert to deliver on global coordination and oversight of the USAID-funded ‘Business and Community Resilience’ approach. Building on the approach that has scaled up to 9 countries across 4 regions since 2018, UNICEF aims to aims to institutionalize the Business and Community Resilience approach with global and regional offices.

Global coordination and oversight of the BCR approach will be managed by the Partnerships Consultant of the EMOPS Inter-Agency & Humanitarian Partnerships team, acting as ‘Global BCR Coordinator’. The BCR Partnership Consultant (Global BCR Coordinator) will look at both strengthening the engagement with other Business and DRR initiatives such as the Connecting Business initiative (UNDP/OCHA) and ARISE Global Network (UNDRR), as well as promoting the BCR approach at global level and internally.

Regional coordination in Latin America and the Caribbean (LACRO), Eastern and Southern Africa (EASRO), South Asia (ROSA) and East Asia and Pacific (EAPRO) will be ensured by the BCR regional coordination teams that were established and are in place since 2021. The BCR regional coordination teams will provide technical support to the country offices per region, as well as to promote the BCR approach at regional and national levels.

At country-level, the BCR global consultant will provide additional technical support and facilitate engagement as required with the regional office BCR teams.

Scope of work

I. Global coordination and quality assurance of the Business and Community Resilience initiative and its institutionalization as one operational strategy of UNICEF for business engagement in humanitarian action and resilience Dedicated coordination and project management capacity at global level for the BHA-funded BCR project until the end of December 2023 and its likely extension to mid-2024, which includes oversight of the BCR initiative and quality-assurance of BCR-related activities, M&E and reporting processes.

Deliverable(s) 1. Interim and annual reports to BHA on the BCR initiative 2. Annual report on results 3.6.2 and 3.6.3 of EMOPS’ Office Management Plan

Activities

  • Global coordination of the BCR initiative, including hosting of regular coordination meetings with focal points in RO/ COs
  • Coordinates IAHP private sector portfolio results of EMOPS’ OMP
  • Participates in key management and programme related meetings
  • Partner/ donor relationship management including timely and quality programme implementation of donor funds
  • Efficient and appropriate budget monitoring and expenditure
  • Leading and coordinating strategic discussions on future opportunities and direction
  • Advises EMOPS, PFP and PPG focal points on strategies and tactics for providing support to Regional and Country Office

II. Technical leadership in capacity development, monitoring, evaluation and learning for private sector engagement for humanitarian action and resilience

A technical resource / helpdesk to UNICEF HQ, Regional and Country Offices for initiatives that require both private sector engagement and humanitarian experience/ skills to explore innovative approaches of programme replication/ scale-up within UNICEF, with sister agencies and with businesses and business networks as partners in humanitarian action. This includes, for example, supporting EMOPS in exploring new forms of engagement with business in support of Global/ National Cluster preparedness, the expanded/ strengthened private sector membership of Stand-By Partnership mechanism, etc. It involves working with CBi and ARISE to develop an inter-agency collaboration work plan at the global and regional level. Furthermore, this entails country or region-specific strategies work working with businesses and business networks. Deliverable(s) 3. Training and awareness raising sessions 4. Learning/ guidance content and information systems (ie. technical briefs, case studies, stories of change)

Activities

  • Technical support to UNICEF Regional and Country Offices for initiatives that require skills and experience with private sector engagement, humanitarian action and resilience programming
  • Develops tools and guidance for UNICEF Regional and Country Offices and ensures regular updates and advocacy to senior management
  • Guides EMOPS, PFP and PPG on the partnership cycle and facilitates the process through use of tools and processes with key government, UN interagency, CSO and other partners
  • Facilitates interaction between the different EMOPS teams and other HQ Divisions and National Committees to build shared value partnerships in support of humanitarian action.
  • Strengthen the engagement between UNICEF and UNDP/OCHA CBi and UNDRR/ARISE initiatives at global level.
  • Develops tools and guidance to equip UNICEF Country Offices and colleagues as they engage with business in support of DRR/Resilience and Emergency Preparedness.
  • Strengthens the evidence-base and communications for institutional learning
  • Support any other project relevant to EMOPS and facilitating engagement with business stakeholders in support of humanitarian action.

III. Strengthened partnerships, systems and strategy for private sector engagement in humanitarian action and resilience

A facilitator of inter-divisional collaboration on Business Engagement in DRR, Resilience and Emergency Preparedness between UNICEF Private Fundraising and Partnerships Division (PFP), the Office of Emergency Programmes (EMOPS), the Programme Division (PD) as well as with other relevant UNICEF Divisions and Offices (Innovation Office, Supply Division, Public Partnerships etc.).

Deliverable(s) 5. Communications and guidance documents on private sector partnerships, systems and strategies in humanitarian action and resilience

Activities

  • Reviews existing mechanisms, analyses their complementarity and comparative advantages, and identifies potential engagement modalities and more coordinated efforts.
  • Contributes in the development of new strategies for business engagement in humanitarian action, as well as to informing the operationalization of the new UNICEF Strategic Plan for 2022-2025. Ie. Contributes to the development of a blueprint for business engagement in humanitarian action that is being prepared in consultation with the three divisions.
  • Supports interdivisional collaboration between EMOPS (IAHP/RAPS), PFP (MSP and other relevant teams) and PD (Business for Results - B4R) to build the case for business engagement in humanitarian action.
  • Facilitates divisional (EMOPS) and interdivisional (EMOPS-PFP-PPG) task group activities for operational and management processes
  • Strengthens existing and develops new partnerships with businesses and business engagement platforms/ networks through enhanced collaboration with HQ, RO and CO teams.
  • Close collaboration with CO/ RO identified pilot partnerships as a model to scale PPG Support organizational efforts to develop and implement a strategy for business engagement in humanitarian action.

IV. Resource mobilisation, networking and promotion of innovative approaches to scale-up initiatives of country and regional offices

A proposal writer, rainmaker and networker responsible for seeding and developing new concepts, promoting existing investment / business cases for the BCR approach and arranging multi-stakeholder networking and co-creation activities. Activities

  • Promotes innovation of humanitarian systems and UNICEF’s operational processes in new concepts
  • Donor liaison in coordination with PPD, PFP (Global Lead Account Managers) and Natcomms focal points
  • Support advocacy efforts promoting business engagement in support of DRR/Resilience and Emergency Preparedness and the BCR approach at national (Indonesia, Peru, Guatemala and the Eastern Caribbean area), regional (East Asia and Pacific and Latin America and the Caribbean) and global levels at key events (through existing engagement with business networks such as Global Compact Local networks, ICC networks and at regional global events such as Conferences on DRR). Scoping field visits and/ or remote desk research with UNICEF and partners to define needs • Concept development for fundraising and private sector engagement in humanitarian action and resilience, including through integrated multi-sectoral proposals

Consultant’s Workplace and Official Travel

This is a home-based consultancy contract with the potential for international travel

Travel, as and when they take place will be reimbursed based on actuals.

Estimated Cost of the Consultancy & Payment Schedule

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Please propose a lumpsum professional fee for 143 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher)* in Business Administration, International Relations, Economic Development, Humanitarian and Development Studies, Social Science, Public Health, Political Science, International Relations or other relevant field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Relevant industry training, certification and professional association/ affiliation

Knowledge/Expertise/Skills required

  1. A minimum of five (5) years of relevant professional experience, including at least 2 years in developing and managing partnerships with business, CSR, Private Foundation or similar, and in humanitarian or development work and/or in brokering and managing multi-stakeholder partnerships for humanitarian / emergency (ideally in disaster risk reduction, emergency preparedness, response and recovery);
  2. Experience in working in or supporting a developing country offices in support of national government humanitarian or development programs, emergency or early recovery situations;
  3. Experience in leading programme innovation and change management processes;
  4. Demonstrated understanding of impact measurement;
  5. Experience in donor liaison, reporting (briefings, donor and budget reports, annual reporting) and resource mobilisation;

Knowledge/Expertise/Skills an asset:

Experience in working with international organizations (including UN agencies) and donors in terms of partnership building initiatives on disaster risk reduction, emergency preparedness, response and recovery is an asset;

Languages:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish), Spanish in particular, or a local language is an asset.
