Purpose of Activity/Assignment

Reporting directly to the Emergency Specialist IAHP, the Data Analysis Consultant will be at the forefront of transforming surge raw data into actionable insights. The consultant role is pivotal in enhancing surge data management, performance measurement, gap analysis and uncovering data-driven insights and opportunities to improve surge mechanism. Collaborating with diverse teams, the consultant will employ advanced data analysis techniques and cutting-edge tools to extract, analyze, and visualise data. This assignment offers the chance to significantly impact surge success by turning data into a valuable strategic asset.

Key responsibilities

1. Surge Data system upgrading

  • Identifying existing data sources, collection and recording procedures
  • Proposing and coordinating activities to integrate existing data sources and maximize automation of data gathering and recording procedures.
  • Assessing the quality and consistency of data collected and identifying and rectifying data inconsistencies, errors, duplicates, and missing data.
  • Creation of a framework for ongoing data quality monitoring

2. KPI analysis

  • Identifying existing KPIs and metrics and analyzing them in terms of their rationale, definition and calculations
  • Refining existing KPIs and metrics and introducing new ones to better align KPIs with surge goals and provide more accurate performance measurements.
  • Collecting and compiling data needed for calculation of KPIs and relevant metrics

3. Preparation of performance reports

  • Preparation of comprehensive Quarterly, Mid-Year and Annual reports of DHR and SBP teams.
  • Generating insightful data-driven reports which include actionable recommendations in improving overall organizational performance on a regular basis; especially monthly and quarterly
  • Proposing and preparing new performance reports to relevant stakeholders.

4. Creation of dashboards

  • Designing interactive and user-friendly performance dashboards for surge mechanism by aggregating and displaying all relevant KPIs and metrics from various sources.
  • Enabling stakeholders to monitor performance, make informed decisions, and identify areas for improvement.
  • Ensuring the security and privacy of data displayed on the dashboard.

5. Training and capacity building

  • Training new users on how to use dashboards and Salesforce
  • Raising awareness for skill gaps and training needs related to data system

6. On-demand for emergency cases

  • Assisting crisis management teams by setting up the data management system, ensuring it aligns with the crisis team's requirements.
  • Designing customized dashboards tailored to the crisis management team's needs.
  • Generating performance reports summarizing key metrics and insights on emergencies

Two (2) reports in PDF format as final drafts of annual report prepared by collaboration with editor(s) and graphic designer(s) intended for delivery to external stakeholders.

Two (2) reports in PDF format summarizing the status of KPIs for the 6-and 9-month period.

Ten (10) “executive summary” monthly reports summarizing the status of KPIs at the end of each month.

Consultant’s Workplace and Official Travel

This is a home-based consultancy contract.

Travel as and when they take place will be reimbursed based on actuals.

Estimated Cost of the Consultancy & Payment Schedule

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Please propose a professional fee for 172 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • An advanced University Degree (Master’s or higher) in Data science, Engineering, Statistics, Mathematics, Financial engineering, or any other data-intensive disciplines.

Knowledge/Expertise/Skills required

  • Academic background in a data intensive field including but not limited to data science, engineering, mathematics, statistics, financial engineering etc.
  • Minimum experience of five (5) years as data analyst or similar roles; prior experience in the humanitarian field is a plus.
  • Strong quantitative, analytical, and problem-solving skills.
  • Proficiency in Salesforce, Excel, PowerPoint, and programming/data visualization software (PowerBI/DAX).
  • Fluency in English.
  • Ability to meet deadlines in a multitasking situation.
  • Good communication and interpersonal skills.
  • Ability to work in a multicultural environment.
  • Previous UN/UNICEF experience will be considered an asset.
