National and local actors play a central role in humanitarian response, this is a fact that has been reinforced by the COVID-19 pandemic. It is, therefore, critical for national and local actors to have the requisite technical and institutional capacity to respond to humanitarian crises. While there has been notable investment and guidance on developing technical capacities of national and local actors, the same attention has not been given to the development of institutional capacities of national and local actors in humanitarian contexts.

Having realized this gap, the Global Child Protection Area of Responsibility (CP AoR) and the Global Education Cluster (GEC) have developed a framework on how national level coordination groups can support the development of the institutional capacity of national and local actors. The framework aims to improve the operational capacities of local and national actors so that they can be more efficient and more effective when responding to humanitarian crises. The framework includes face to face and remote modules in key areas of organizational development including finance management, human resource management, governance, and others. To ensure local actors can apply and benefit from the strategic framework, local actors in selected country-level CP coordination groups will be supported to undertake a self-assessment, develop strategies for institutional capacity strengthening, and organize training and coaching on targeted areas of organizational development. The Global CP AoR has secured funding to operationalize the framework and is now seeking to contract an Institutional Capacity Strengthening Specialist to support the Country Coordination Groups which will be selected for this initiative.

Hence, the purpose of this consultancy is to provide remote and in-country technical support to local members of coordination groups in the implementation of the strategies to strengthen institutional capacity.

Scope of Work: The specific objectives of this consultancy are: 1. To support the national and local members of the CP Coordination Groups to undertake their organizational capacity assessment and then develop institutional capacity strengthening plans. 2. Support the national and local members to implement and monitor their institutional capacity strengthening plans.

The consultant will work closely with the Global CP AoR Senior Localization Specialist who will introduce the consultant to the three Child Protection Coordination Groups that will be part of the Institutional Capacity Strengthening Initiative. The Senior Localization Specialist will also provide access to relevant CP AoR localization documents to date, facilitate communication with participating countries, and provide all necessary technical support.

Travel: The consultant is expected to visit each of the three identified countries twice. Each visit will take approximately five days. Some of the visits might need to be conducted remotely in case of COVID-19 travel restrictions.

The contract holder will be responsible for travel arrangements and must ensure they are made in line with UNICEF policy on entitlements for consultant travel. UNICEF shall cover the travel costs, including costs for accommodation, meals and incidentals in accordance with the daily subsistence allowance (DSA) rates promulgated by the International Civil Service Commission (ICSC). The payment of travel costs shall be limited to economy class air travel, regardless of the length of travel.

Working modality: home-based. 96 working days within a period of January - July 2022.

  • Undertake literature review and prepare the inception report with the timeline for the different activities. • Contact the selected three Country Coordination Groups and initiate the conversation on institutional capacity strengthening. • Work with the Country Coordination Groups, support them to develop the criteria for selecting the national and local members who will be part of the institutional capacity strengthening initiative. • Develop/adapt the assessment tools for the organizational capacity assessment and share with the Global CP AoR and the Country Coordination Groups Leadership for review and comments

  • Contact national and local members of the Country Coordination Groups that have been selected to participate in the institutional capacity strengthening initiative.
  • Work with the national and local members to develop the work plan for the institutional capacity strengthening initiative
  • Share the organizational capacity assessment tool with the national and local members, discuss and adapt, if necessary.
  • Support the national and local members to undertake the organizational capacity assessment.
  • Assist the national and local members to analyse the assessment and then develop the institutional capacity strengthening plans.

  • Workplan for the country level institutional capacity strengthening initiative

  • Reports of the organizational capacity assessment
  • Copies of the individual institutional capacity strengthening plans that the consultant has assisted the Country Coordination Groups and partners to develop

  • Support the local and national members and the Country Coordination Group leadership to identify Institutional capacity service providers who will do the coaching and mentoring services.
  • Support the implementation and monitoring of the institutional capacity strengthening plan.
  • Prepare a report on the institutional capacity strengthening initiative once the plan has been implemented in full.

  • Names and contacts of the service providers who have been identified and contracted to provide the mentoring and coaching of the local/national actors’ staff who will benefit from this initiative

  • Specific reports on the implementation of the institutional capacity strengthening plans
  • Report of the monitoring and evaluation of the institutional capacity strengthening initiative

Overall report of the consultancy

  • Present the report to Country Coordinator, local and national members who participated in the institutional capacity initiative and the Global CP AoR.

  • Final report of the consultancy and copies of the materials developed during the consultancy

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To qualify as an advocate for every child you will have…

  • Master’s degree in Economics, Social Sciences, International Development/Affairs, Public Policy, or another discipline related to Humanitarian Aid
  • At least 5 years of experience in child protection in emergencies and/or coordination or related fields
  • Familiarity with the Grand Bargain, the World Humanitarian Summit of 2016, the Grand Bargain 2.0 and the current developments on localization of humanitarian action
  • Practical experience in organizational development
  • Demonstrated knowledge in capacity development theories, strategies and recent developments in this area
  • Excellent strategic planning and programme design skills.
  • Strong knowledge and understanding of current humanitarian and post-crisis recovery fields and concepts at global and national levels.
  • Fluency in both written and spoken English, knowledge of French or Arabic an asset
  • Excellent written and oral communication skills
  • Ability to work independently and achieve quality results with limited supervision
