Purpose of Activity/Assignment

The consultant will develop technical and capacity development resources to mainstream AAP including use of feedback and complaints received from affected communities within the Emergency and Country Programme Planning, Monitoring and Evaluation processes.

Background

Accountability to Affected Populations (AAP) is an organisation-wide priority and is being scaled-up across programmes and regions. It is mainstreamed within UNICEF’s key guiding frameworks, such as the UNICEF Strategic Plan 2022-2025, Core Commitment of Children in Humanitarian Action (CCCs), and Country Programme Planning Guidance. As an integral part of UNICEF’s preparedness and response, AAP ensures that views of affected populations, especially from all vulnerable and at-risk and crisis-affected girls, boys, women, and men, are heard; provided equal opportunities to listen to and provided feedback on all aspects of programming. Supported by the organisation, they hold UNICEF accountable for promoting and protecting their rights, generating effective results for them whilst working in ways that enhance their dignity, capacities, and resilience. For UNICEF and partners, it improves programme outcomes, particularly through increased demand for and use of quality services and greater social accountability.

Europe and Central Asia Regional Office (ECARO) introduced AAP as part of the Ukraine Crisis Response in May 2022. Since then, the country offices have been integrating AAP within their programming approach. There has been much progress in collecting feedback and complaints about services provided by UNICEF and partners (Government and civil society organisations) across Ukraine’s response countries. Feedback and Complaints Mechanisms (FCM) have also been embedded as part of Humanitarian Programme Documents (HPDs) and workplans with national and local institutions, making partners more responsive to the needs of refugees and host communities.

However, AAP is new to the region, and there are limited capacities related to AAP, including on use of feedback and complaints across different stages of emergency response and country planning, implementation, monitoring and evaluation. Programmes are yet to properly analyse the data according to the needs and priorities of affected communities.

Scope of Work

Under the Ukraine Response, ECARO implements crisis through Refugee Response Offices/Emergency Response Office (Poland, Slovakia, Czech Republic and Hungry) and Countries with a Country Programme Document (CPD; Belarus, Bulgaria, Moldova and Romania). To strengthen AAP programming in the region, UNICEF ECARO aims to provide technical support to Ukraine Response country offices. This support extends to building staff capacities to mainstream AAP systematically within the UNICEF country planning and response and regular programming in both the development and emergency context. This is aligned with the roadmap provided in the Global AAP Strategy 2022-2025 and complements the efforts of ECARO to institutionalise AAP for Ukraine Response and other ECARO countries.

Objective and activity details: To strengthen UNICEF Ukraine Response Country offices (both Refugee Response and countries with CPD) capacity to design, implement and monitor AAP within the UNICEF Country programme planning (CPP) (including M&E) processes.

Key Activities/Tasks

  1. Review existing AAP and CPP (including M&E) guidance (e.g., AAP ESARO guidance,), and work closely with global AAP team to track how AAP is being mainstreamed in global CPP (including M&E) documents. The global AAP team has mapped AAP across key global documents and their review will inform this task.
  2. Develop one guidance of maximum of 5-8 pages with a minimum set of tools for Refugee Response Countries/ Emergency Response Countries and Countries with CPD to integrate AAP, including Feedback and Complaints received throughout CPP (including M&E); and adapt content for an AAP and CPP (including M&E) interactive training module (3.5 hours/half day). Important: Also to update as many existing resources and to develop and test new tools only in case of glaring gap or need.
  3. Validate content with select country Humanitarian Performance Monitoring (HPM) focal points and global AAP team, incorporate suggestions and finalise content.
  4. Conduct 4 country office (online) training sessions with RO-AAP Specialist.

Work Assignment Overview

The consultant will work under direct supervision and guidance of the ECARO AAP/Emergency Specialist, in collaboration with the Regional HPM team, global EMOPS and country offices supporting the validation process. Strong collaboration mechanisms will be established with EMOPS and participating Country Offices.
