Purpose of Activity/Assignment

Under the guidance of the AAP Section Emergency Specialist, EMOPS Geneva, the consultant will contribute to UNICEF’s commitments to scale up AAP in UNICEF and at interagency level. He/she will support practical functions helping the roll out of the new AAP 2022-2025 Strategy endorsed by HE and Regional Directors and focusing on the following 4 objectives:

  • Strategic Objective 1: all country offices have AAP integrated into their country plans, with appropriate technical and financial support in place to support this effort
  • Strategic Objective 2: all country programmes are informed by the views, participation and feedback from communities and provide timely information to affected communities, Country offices with processes for consultation and participate of affected populations programmes
  • Strategic Objective 3: collective accountability approaches are championed by UNICEF in all emergency responses. Country office participates in and contributes to wider AAP coordination mechanism/s at the national, subnational, and/or local level
  • Strategic Objective 4: a coherent, organization-wide people-centered and inclusive culture is promoted by UNICEF leadership

The consultant will work in close cooperation with other members of the AAP Section, with regional AAP specialists, with members of the AAP Community of Practice, with IASC Taskforce members on AAP & Localization, and UNICEF-led cluster teams, and other partners involved in the AAP agenda.

Scope of work

Planning, monitoring, and reporting

Support the development of the AAP section’s progress and annual reports, the development of the 2024 workplan and the overall performance management & monitoring of the AAP Strategy

Interagency collaboration Support the knowledge management and communication work of key inter-agency engagements of the AAP Section, namely the IASC Localization Task Force which UNICEF co-leads with Near Network, the Collective Service which UNICEF co-leads with the IFRC and WHO as well as UNICEF-led Clusters & Area of Responsibility.

Support the AAP Section on evidence generation and knowledge management

Lead the organization of the AAP global Community of practice, the development and dissemination of the AAP Newsletter and the overall knowledge management of internal documents

Support the development of the AAP Toolhub Develop the AAP toolhub based on information from country and regional offices, organize the online content and ensure its wide dissemination through relevant opportunities.

Consultant’s Workplace and Official Travel

This is a Home based consultancy.

As part of this assignment, there will be a maximum of 3 trips to Geneva.

The consultant will arrange her/his travel as and when they take place and related costs will be reimbursed.

Estimated Cost of the Consultancy & Payment Schedule

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Please propose a Professional Fee for 100 working days from 01 October 2023 to 31 March 2024 to undertake this assignment.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master) in one of the following fields is required: humanitarian action, international development, international relations or similar

Knowledge/Expertise/Skills required

  • Minimum one year of relevant work experience
  • Experience with the key principles of accountability to affected populations highly desirable;
  • Good understanding of the humanitarian system, including the IASC and the cluster-system desirable;
  • Preferably work experiences with UNICEF or another UN agency;
  • Proven experience in knowledge management and of the documentation and dissemination of technical material;
  • Excellent analytical skills with strong drive for results and capacity to work independently;
  • Excellent English communication and writing skills; Samples of previous work will be required;
  • Knowledge of French or Spanish is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
