Background

The importance of community engagement and accountability within humanitarian action is well established – as are the benefits of working collectively. Essential to these efforts are people with the right mix of technical and coordination competencies to be able to facilitate collective action. And yet, there has been limited investment to-date to develop that capacity, despite growing demand from operations for technical capacity to support collective community engagement and accountability.

UNICEF, OCHA, the IFRC and WHO have commissioned a roadmap to explore how to establish sustainable interagency surge capacity to support collective community engagement and accountability for all humanitarian crises, including to a large extend public health emergencies. This roadmap, along with other initiatives in the humanitarian sector, will contribute to the workstream of the Inter-Agency Standing Committee Task Force on Accountability to Affected People which focuses on strengthening capacity to deliver on AAP commitments. The workstream is co-led by UNHCR and UNICEF.

Purpose

Under the guidance of the AAP Section Chief, EMOPS Geneva and the UNHCR Senior Protection Officer/AAP, the consultancy will contribute to developing and implementing the workplan of the IASC AAP Task Force workstream on capacity strengthening.

Scope of work

A. Conduct a review of existing community engagement and accountability coordination mechanisms in different contexts (40%)

  • Map and review the different coordination mechanism for community engagement and accountability in recent and current humanitarian and public health emergencies, with particular focus on different emergency coordination mandates and systems.
  • As part of the mapping, identify particular capacity gaps at country level, analyse the level of engagement of local and national actors, as well as the degree of collaboration with other people-centred approaches, including gender, inclusion, protection, gender-based violence, and protection from sexual exploitation and abuse.
  • Develop minimum standards for the coordination of community engagement and accountability for different contexts (complex emergencies with cluster activation; refugee responses; government-led responses; public health emergencies; etc.) in collaboration with the AAP Task Force members and other partners. This will enable coordination of community engagement and accountability to me monitored in “real-time” and gaps to be addressed. This will eventually ensure more predictable and timely coordination capacity with particular attention to the role of local and national actors and can form the basis of more formal SOPs in the future.

B. Start the implementation of the roadmap for technical support on collective community engagement and accountability (40%)

  • Review the existing terms of reference for the three roles seen as critical to support collective approaches (senior advisor/coordinator, information manager and social science research coordinator and create plain language job descriptions for these three roles (which can be easily adapted to different contexts).
  • Revise the generic terms of reference for in-country community engagement and accountability working group, or equivalent coordination fora, with clear timebound deliverables linked to existing tools and standards.
  • Lay the foundations for an interagency standing capacity at the global level, including operating procedures, responsibilities for deployments, hosting arrangements.
  • Review existing individual agencies’ rosters to support capacity on AAP and how they can contribute to collective approaches at country level.
  • Assess existing and potential roster capacity against the three roles through a mapping of the range of existing organisational and external rosters, and specialist service providers who deploy capacity in the three roles.

C. Provide coordination support to the capacity strengthening workstream of the IASC AAP Task Force (15%)

  • Liaise with AAP TF members to ensure their interest and involvement in the workstream.
  • Identify and map existing initiatives which can contribute to the capacity strengthening workstream.
  • Develop and monitor the workplan of the workstream, in close collaboration with the co-leads and contributors.
  • Support to preparation, facilitation and follow-up of the meetings of the workstream.

D. Other (5%)

  • Performs any other duties and responsibilities appropriate to the purpose of this consultancy, as assigned by the supervisor.

Consultant’s Work Place and Official Travel

The Consultant will be remote/home-based reporting to AAP team, UNICEF EMOPS Geneva.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a daily fee based on 210 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master’s degree in relevant field of Social Science, Communications, Humanitarian Affairs, Development Studies, or a closely related field, with at least 7 years of professional experience in humanitarian response and/or international development.
  • Programmatic country experience with accountability to affected populations, social accountability, and community engagement (feedback and complaints mechanisms, participation, information provision).
  • Proven experience of the humanitarian system, including collective approaches to AAP and the functioning of the cluster-system highly desirable.
  • Experience in working on inclusion of people living with disability, child and youth participation, GBV and other cross/cutting issues desirable.
  • Preferably work experiences with UNICEF or other UN agency, ideally in a country office.
  • Excellent analytical skills with strong drive for results and capacity to work independently.
  • Excellent English communication and writing skills. Samples of previous work will be required (links or attachments).
  • Knowledge of French or Spanish is an asset.
