Develop a website for SBC resources for UNICEF.
You have:
- Bachelor's degree in Design, graphic design, arts, communications, or related field.
- At least 3 years of previous experience designing visually appealing and navigation-friendly websites.
- At least 1 year of experience using DRUPAL CMS.
- Fluency in English.
- Proven experience in developing written content for websites.
- Proven experience with developing websites aiming at serving as a knowledge-sharing platform.
- Fluency in Russian is desired.
- Knowledge of design tools such as Photoshop and Illustrator is desired.
- Proven familiarity and experience working with the UN (ideally with UNICEF) is desired.

Purpose of Activity/Assignment
Develop a UNICEF-based website that will serve as a knowledge-sharing platform of SBC resources.
Scope of Work
The consultant will work closely with the Social and Behaviour Change (SBC) team at UNICEF Regional Office for Europe and Central Asia (ECARO) to conceptualize, develop and launch a website with various SBC resources using DRUPAL CMS.
The website should be part of unicef.org and compile all existing SBC resources developed by UNICEF ECARO and COs in the region. It should be available in English and Russian and have dedicated pages with relevant topics and resources for the following audiences: health workers, health authorities, caregivers, media, adolescents, pregnant women etc.
The consultant will be responsible for:
INCEPTION PHASE
- The consultant will initiate his/her assignment by having a call with the SBC team to discuss the consultancy objectives and expectations.
- She/He will map unicef.org website, its pages and ways the various teams have been using it to share resources.
- The consultant will map SBC resources according to the different topics and audiences and review existing guidelines/documents related to website/page development within unicef.org.
- Following this initial assessment, the consultant will propose ways to structure the website.
EXPLORATORY PHASE
- After understanding better the SBC needs for the website and before initiating its development, the consultant will interact with different teams at UNICEF ECARO and HQ to get acquaintance with unicef.org’s requirements, opportunities and limitations to host the new SBC website.
- Exploratory calls with T4D, communications and HQ teams may be required for the completion of this phase.
- Following the assessment from the exploratory phase, the consultant will revise the proposals for the website structure and agree with the SBC on the way forward.
DEVELOPMENT PHASE
Website development and design considering user interface and user experience (UI and UX)
Based on the requirements, opportunities and limitations from unicef.org and DRUPAL CMS, the consultant will develop the website considering the target audiences and topics of interest identified by the SBC team. She/He will:
- Propose the website architecture detailing the website flow (hierarchy of the pages) and considering SEM aspects.
- Conceptualise and propose creative design options for the home and other website pages.
- Follow UNICEF’s brand guidelines for the website development.
- Consider UI and UX aspects to make the website interactive, intuitive, engaging and user-friendly.
- Prepare a website demo considering all the agreed visuals, features, content and structure.
- Once the website demo has been approved by the SBC team, conduct a user test. In this regard, prepare relevant tools that can help the users to provide feedback on the website. The user test should consider all aspects of the website, including its design, content, navigability, etc.
- Based on the user test, improve/finalize the website considering relevant comments.
Content development
The consultant is expected to draft content (in English) for the different website pages. This will include:
- Attractive and engaging content for the home page.
- Description of the page and the types of resources displayed.
- Description of all resources stored on the page.
- Content for FAQ, About us page and other pages as agreed by the SBC team.
DELIVERY PHASE
Website launch
The consultant will finalize and launch (publicly available) the website on a specific date agreed by the team.
Documentation and handover
To ensure existing and future members of the SBC team can use the website following its launch, the consultant will:
- Develop a user manual detailing all the steps to update the website. This manual should encompass all the steps required (from log in to the system to the final update) to make any changes on the website.
While part of the SBC team, the consultant will work closely with the technology for development (T4D), branding and communications teams at UNICEF to ensure the website is developed according to UNICEF’s legal and branding requirements.
Weekly calls will be arranged with the supervisor (and other members of the team) throughout the consultancy. These calls will serve to monitor the progress of the work and approve specific deliverables, such as the website architecture and design.

Estimated Duration of the Contract

Consultant's Work Place and Official Travel
The assignment will be home-based with no travel foreseen.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
Please submit a daily rate (in USD) in your application based on 100 working days to undertake this assignment.
