Purpose of Activity/Assignment:

The consultant will provide the UNICEF ECARO Rome outpost in Italy with technical support to coordinate efforts and reinforce the capacity of linguistic and cultural mediators (LCM) and other frontline workers to respond to specific protection and social inclusion needs of refugee and migrant children, families and women at risk and/or survivors of gender-based violence (GBV).

Scope of the work:

Capacity-building and technical support:

  • Identification of training needs of linguistic and cultural mediation providers, including NGOs and UNICEF implementing partners;
  • Delivery of 5 online and face-to-face sessions based on already-developed training curriculum for LCMs working with frontline workers, including UNICEF implementing partners;
  • Development of a training package for staff working in the reception system for migrants and refugees on how to implement an integrated approach to service delivery, including the role of on-call and permanent LCMs in coordination with other members of the equipe in reception facilities;
  • Mainstreaming of LCM considerations in 4 training packages (UNICEF Adolescent Toolkit of Expression and Innovation, 1 online module on sexual and reproductive health, 1 online module on MHPSS for practitioners, 1 module on GBV case management);
  • Organise 1 online event to disseminate the eLearning module on LCM already developed by UNICEF with partner UN agencies in Italy.

Coordination support:

  • Assist the UNICEF National Response in Italy in reviewing 1 programme document with an NGO selected for ad-hoc linguistic and cultural mediation;
  • Assist the UNICEF National Response in Italy in coordinating with key partners, including on-call LCM services for timely and effective implementation of UNICEF activities.

Technical support for Women and Girls Safe Spaces (WGSS) Community of Practice in Italy

  • Assist in facilitating 3 online meetings of the WGSS Community of Practice, an online knowledge and best practices exchanging community of personnel of Safe Spaces – dedicated spaces offering support, safety, and empowerment-promoting activities across Italy for migrant and refugee women and girls.

Work location: Based in Rome with local travels within Italy

- Payment schedule: The consultant will be paid based on satisfactory and timely submission of deliverables.

- Duration: 100 days between January 2024 and October 2024

To qualify as an advocate for every child you will have…

  • Advanced Degree is required in social science, linguistic and cultural mediation, linguistics, international affairs, philosophy and other related fields.
  • A minimum of 8 years of relevant experience as Linguistic and Cultural Mediator working with and for refugees and migrants;
  • Proven knowledge of the protection system in Italy;
  • Fluency in Italian and English are required;
  • Proven experience in supporting GBV survivors;
  • Proven ability to effectively design and deliver training on Linguistic and Cultural Mediation and related topics, including e-learning trainings;
  • Ability to work through networking and partnerships;
  • Self-motivated, ability to work with minimum supervision;
  • Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.

Desirable:

  • Experience with UNICEF or other UN agencies in Italy.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
