Scope of Work:

Under the supervision of the Child Protection Specialist the consultant will be responsible for the following activities:

Programme Development:

  • Support the roll out of the field coordinators package and the GBV safety audit within the formal reception system and ensure relevant follow up with national institutions
  • Update/development of information and awareness raising materials on GBV risk mitigation as relevant, for integration into all partners’ interventions.
  • In close collaboration with the Child Protection team, develop and support the roll out of a GBV risk mitigation training module to be integrated into UNICEF partners’ family care programme;
  • Integrate the GBV risk mitigation into the Expedited Foster care for migrant and refugees' UASC program and the Voluntary Guardians’ Model Locations;

Capacity Building:

  • In close coordination with other UN Agencies, develop an e-learning module on GBV risk mitigation
  • Development and roll out of capacity building activities on GBV risk mitigation targeting national institutions’ partners involved in formal and community-based reception; UNICEF personnel and UNICEF’s partners

Technical Assistance:

  • Coordination with national institutions and other UN Agency for the development and integration of a package of risk mitigation measures within formal and community-based reception system
  • Provision of technical support to national institutions on the integration of a GBV risk mitigation and safeguarding approach into their networks of volunteers deployed in the emergency response

Payment modality:

  • The consultant will be paid upon timely and satisfactorily submission of deliverables.

To qualify as an advocate for every child you will have

  • Master’s degree in law, migration studies, gender studies, sociology or other relevant fields.
  • In depth technical knowledge of GBV risk mitigation and child safeguarding;
  • At least 5 years of professional experience in risk mitigation/child safeguarding with technical assistance provided, direct engagement with national institutions in a technical role;
  • Familiar with the Italian protection and reception system for migrants and refugees;
  • Excellent planning and organizational skills;
  • Strong communication skills - both oral and written;
  • Fluency in Italian and English;
  • Good team player.

Desired:

  • Previous experience with UNICEF or other UN agency;
  • Previous experience in gender-based violence and Child Protection programming
  • Experience in working with migrants and refugees;
  • Familiarity with HACT standards

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
