You have:

  • Advanced university degree (Masters or higher level) in the area of TVET sector, in Science/Technology; science or any other related discipline.
  • A minimum of 7 years of professional experience in ODL resource materials preparation for teaching and learning.
  • Proven experience in developing high quality national policy frameworks over the past 5 years.
  • Excellent knowledge (oral and written) in English.
  • Proven experience working in Africa and knows the Ethiopian context, particularly in policy formulation and planning processes.

**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Addis Ababa Job Family: Education Type of contract : Non Staff Level : Level 4 Duration of contract : From 1 to 6 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 18/04/2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Background The Better Education for Africa’s Rise project, second phase (BEAR II) is a joint effort between UNESCO and the Republic of Korea to improve the TVET systems of five beneficiary countries in Eastern Africa (Ethiopia, Kenya, Madagascar, the United Republic of Tanzania and Uganda) over 2017–21. The overall objective of the project is to give young people a better chance of accessing decent employment or of generating self-employment, through improvements in the TVET systems of beneficiary countries. A broad range of activities is supported, corresponding to three result areas: increasing the relevance of TVET to the needs of the economy, enhancing the quality of TVET delivered to trainees, and improving the perception of TVET among young people and society. All activities are geared to build capacity in the ministries and other institutions responsible for TVET in Ethiopia. Using the Digital Content is one of the BEAR II programmatic strategies that will be employed to improve the quality and relevance of TVET among young people and society. It is true that the digital content is needed in this era in TVET and rapidly changing economies. This brings about the development of digital content in the field of TVET, to be used by students, teachers, institutions and employers, to acquire and transfer knowledge. Long Description ---------------- The focus of TVET need to focus of practical skill, as this is not just learning by listening. Blended learning follows an interactive approach by mixing classroom training with online/video supported sessions and face-to-face interactions. Moreover, this new modality of training optimizes and reinforces the system to maintain training accessibility and enables to give comparable TVET education across the country. In the system of digital world, the development of digital content allows trainees to develop their critical thinking and problem-solving skills in the TVET courses. In order to facilitate the successful process of hosting a Digital Content for TVET, it is paramount to undertake an analysis in order to identify all the existing TVET training modality and TVET colleges/institutes/ industries/firms/local enterprises with a specific focus on Agro-processing occupations. It is required also to develop digital interventions to address the gaps in the existing provision of online supported information for TVET Training mainly individuals and enterprises. Thus, UNESCO Addis Ababa Liaison Office would like to hire the experienced consultancy firm with the team of experts and that have quality experiences in the TVET sector. The team of experts need to have the required qualifications to execute the assignment and their CV should be submitted together with the technical proposal. Duties/tasks and expected outputs --------------------------------- **Duties/tasks and expected outputs** Under the overall authority and supervision of UNESCO Addis Ababa Liaison Office and in close collaboration with the UNESCO Regional Office for Eastern Africa in Nairobi and BEAR II National Project Officer (NPO) in Ethiopia, the Consultant/Contractor \[hereafter referred to as the Lead Consultant\] will design and develop the Digital Contents for Agro-processing occupations in English that can be used in an online platform. Specifically, the Lead Consultant will undertake the following major assignments, each with specific tasks as follows: An Inception Report: - A comprehensive action plan towards the developments of guideline and sample digital contents - Develop and validate action plan - Detailing the methodology, sampling framework, detailed draft table of contents including a detailed budget based on the activities mentioned on the concept note. - Digital content layout and requirements for set up, methodology, and tools that will be used to undertake the developments. - An inventory and collection of bench marking the existing experience of other countries (documentary review and best practices)**.** Long Description ---------------- Consolidated draft policy frameworks/guidelines : - Draft Policy Framework The draft policy frameworks should include the existing gaps, best practice of other experienced countries, level of involvement, role and responsibilities of all stakeholders, way of developments of digital contents, resource requirements for the developments, other related legal issues (certification, copyright/patents right), management and distribution system, for the implementation of blended learning and to use the Digital Content driven training. - Validate policy Frame works/Implementation guidelines **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **REQUIRED QUALIFICATIONS** --------------------------- **Education** - Advanced university degree (Masters or higher level) in the area of TVET sector, in Science/Technology; science or any other related discipline. - Specialization in online and distance learning (ODL) with a focus on TVET Education planning and implementation. - **-** ----- **Work Experience / Team Leader/** - - A minimum of 7 years of professional experience in ODL resource materials preparation for teaching and learning. - Sound knowledge and understanding of the TVET sector and ; the development of policy frame work and guideline - Experience in preparation of policy framework , digital content - Experience in developing high quality national policy Frameworks over the past 5 years - Proven experience in conducting research and training and teaching material development - Conversant with the key issues around TVET and Policy Framework - Sound knowledge of the gender legal and policy framework and other relevant national and sector strategies in the TVET sector of Ethiopia - Proven experience working in Africa and knows the Ethiopian context, particularly in policy formulation and planning processes. - Proven experience in institutional development and organizational management **DESIRABLE QUALIFICATIONS** ---------------------------- The team should be composed of a minimum of 3 technical members with at least the following qualifications and skills: - **Advanced university degree (Masters or higher level) in the area of TVET sector, in Science/Technology; science or any other related discipline.** - experience in Results-based planning and management , M&E and TVET sector management - Deep understanding of the national socio-economic and political context. - Familiar with Ethiopia legal and policy development frameworks. - Good communication and facilitation skills. - Proven experience in research and data analysis. - Proficient in oral and written English.​​​​​​​ **Language** - Excellent knowledge (oral and written) in English **Application Process** ----------------------- Interested applicants should attached their motivation letter, UNESCO CV and Employment History Form on/or before **18 April 2021.** **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
