Purpose of Activity/Assignment

Strong capacity and leadership in coordinating a child protection (CP) response in humanitarian contexts is fundamental to saving lives and scaling up related programmes in a manner that is predictable, timely and effective. The Global Child Protection Area of Responsibility (CP AoR) led by UNICEF, has made significant progress since 2007 in bringing together Child Protection in Humanitarian Action (CPHA) partners to support coordinated and effective emergency responses. As part of its Cluster Lead Agency responsibilities, UNICEF is responsible for supporting capacity development among its staff and partners in the areas of CP coordination and information management.

Building on this experience, the Global CP AoR has developed a Learning and Development (L&D) Strategy (Draft) for the period 2023-2026. The strategy’s main goal is to strengthen CP coordination and information management competencies and capacities at country and global level. The strategy is built around an L&D framework and a set of approaches that guide the efforts towards the achievement of the following main objectives:

  1. Child Protection coordination teams demonstrate increased coordination and information management competencies,
  2. The Global CP AoR provides learning support to encourage recruitment, retention and career progression of Coordinators, Co-Coordinators and Information Management Officers (IMOs) to increase capacity in Child Protection Coordination Groups,
  3. The Global CP AoR provides effective capacity strengthening support that is based on identified needs and informed by evidence of effectiveness and impact.

To achieve these objectives, a workplan has been consolidated in order to guide the activities and expected results of the Strategy. The Global CP AoR is therefore looking for a suitable candidate to deliver selected outputs of the workplan, focusing on the first and second year of implementation.

The consultancy is home-based, and no travel is foreseen. The Global CP AoR Deputy Coordinator – Field Support and the Information Management Specialist will provide guidance, support, and feedback to complete these tasks, and will help the consultant link with relevant colleagues and documentation as needed.

Scope of Work

  • Develop a system for assessment of competencies linked to learning pathways including online assessment, self-assessment and manager-supported assessment/review which will harmonize with existing organizational systems and processes.
  • Define a curriculum (with recommended learning pathways) for Coordinators, Co-Coordinators and IMOs working at national and sub-national level.
  • Refine the existing Coordination and IM induction package, based on curriculum and L&D Strategy.
  • Revise the existing CPHA coordination face to face (F2F) course to create a blended 'Child Protection Coordination and Information Management in Practice' course, aimed at Coordinators and IMOs at national and sub-national level for whom CP coordination or information management is the majority of their work.
  • Develop the material for a facilitated online course on CPHA coordination to support Coordinators and IMOs at national and sub-national level who are in double-hatting roles.
  • Develop and deliver a 'Capacity Strengthening Training of Trainers' learning programme.
  • Develop an online facilitated mentoring course to train experienced Coordinators and IMOs to mentor colleagues.
  • Develop a short guide for promoting and sharing information on the Global CP AoR L&D framework and related resources.
  • Create an online self-learning module (45 minutes long) for managers of CP Coordinators and IMOs.
  • Incorporate involvement of managers into facilitated courses and assessment processes.
  • Develop a guide for people interested in joining CP coordination and information management teams.
  • Establish a system of offering ‘open house’ webinars with Q&A on working as a Coordinator, Co-Coordinator, or IMO.
  • Establish and implement a peer-to-peer mentoring programme.
  • Mapping of relevant extension/additional courses to facilitate access to skills development training beyond CP coordination technical competencies.
  • Assess Global CP AoR team facilitation, coaching and mentoring skills and identify any learning and development needs.
  • Prepare implementation of L&D Framework.
  • Establish an L&D Monitoring and Evaluation (M&E) system that can be used to refine the capacity strengthening offering over time.

Consultant's Work Place and Official Travel

The assignment will be home-based, and no travel is foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a professional fee (in USD) based on 220 working days to undertake this assignment.

Knowledge/Expertise/Skills required

  • Master's degree in Social Work, Humanitarian Action, Learning and development/pedagogy, or other related field.
  • At least 5 years of solid experience in learning and development, including good working knowledge of adult learning and experience in developing training curricula and workshop materials for audiences with various sectoral backgrounds.
  • Previous experience in implementation of learning and development strategies.
  • Previous experience in developing e-learning courses.
  • Knowledge on human resources management.
  • Excellent writing skills in English.

Knowledge/Expertise/Skills desirable

  • Excellent understanding of the humanitarian architecture and coordination at global and field level.
