You have:

  • Master’s degree in social sciences, law, international relations, or other related disciplines.
  • Master's requirement can be substituted with a Bachelor’s degree and additional 2 years of relevant work experience.
  • Minimum 5 years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, and evaluation.
  • Proficiency in oral and written English and Italian.
  • Valid working permit in Italy.
  • Driving license type B for Italy.
  • Ability to travel.
  • Experience in emergency programmes implementation will be highly considered.
  • Fluency (oral, written) in French will be highly considered.
  • Previous experience in UNICEF/UN/Other International Organizations will be highly considered.
  • Strong organizational and interpersonal skills.

As of end of 2022, 105,131 people arrived in Italy through sea borders. Globally, the number of people on the move has increased significantly. This is due to conflict, climate and food insecurity. As a result, the number of people seeking refuge in Europe is expected to continue to grow in 2023

In the first 2 months of 2023, arrivals have increased by over 220% compared to the same period in 2022.

The increase in numbers of new arrivals is overstretching national capacities to sustain support to all refugee and migrant populations. Overcrowded reception facilities generate additional challenges in providing adequate sanitation and hygiene facilities, sufficient access to health and protection services and information opportunities for children and families. Insufficient measures to prevent and address gender-based violence put women and girls at increased risk. Inadequate reception, identification and protection mechanisms and the limited availability of alternative care and legal guardianship options exacerbate the vulnerability of unaccompanied and separated children.

Lampedusa remains a strategic location in Italy for the first reception of migrants and refugees arriving through the Mediterranean route, however giving the logistics and the operational constraints of the little island, the Hotspot is not equipped for sudden increase of arrivals, which causes major protection concerns and challenges to respond to the immediate needs of people hosted in the facility.

Within the framework of the regional Humanitarian Action for Children appeal 2023 for the refugee and migrant crisis in Europe and considering a potential scale up of the existing response due to increasing number of sea arrivals in 2023, the consultant will support the UNICEF ECARO outpost in Italy in (i) coordinating and scaling up UNICEF refugee and migrant response in Lampedusa island, (ii) assessing the situation as well as the needs of refugees and migrants, and (iii) engaging with local authorities, other UN agencies and civil society organizations.

Under the supervision of the Emergency Specialist (P3) and in regular consultation with the Child Protection Specialist (P4), GBV Specialist (P4) and Country Coordinator, support the implementation of ECARO O/P emergency preparedness and response plan. Specifically, the consultant will provide technical support at field level (Lampedusa) to definition, planning, implementation, monitoring and evaluation of the emergency interventions to ensure adequate protection of unaccompanied children, refugee and migrant children and their families, women and girls.

The assignment is based in Lampedusa.

Scope of Work

The consultant will:

  • Provide technical support to assess the needs of refugees and migrants and to the implementation of UNICEF’s response through implementing partners
  • Monitor the situation and provide operational updates
  • Facilitate communication and coordination amongst local stakeholders
  • Provide evidence to support advocacy actions
  • Provide logisticals support to missions

Provide technical support in the assessment, monitoring and reporting of the situation of migrant and refugee children, girls and women in Lampedusa (Hotspot and disembarkation/transfer points), to inform UNICEF programmes in Lampedusa

n.17 Weekly monitoring reports (template existing) for Lampedusa that includes:

situation monitoring, presences in Hotspot,

update the transfers tracking matrix,

qualitative and quantitative contributions for advocacy,

update on attendance of institutional and partner’s meetings, follow up and recommendations,

1-/9 days per month (9*4=tot 36 days)

Proactively engage with local authorities and stakeholders, analysing information and sharing with the Field Coordinator Sicily, which may include monitoring movements of population, situation of unaccompanied and separated children, accompanied children and their families as well as GBV risks for women and girls in Lampedusa

Regular and ad hoc visits to Lampedusa hotspot and disembarkation harbours,

Approx. 9 days per month (9*4=tot. 36 days)

Collect and share evidence to support the development of a context specific advocacy strategy and messages for both local and national authorities

Mission plans and meetings agendas are developed as needed

Approx. 1 day/month (1*4=tot 4 days)

Facilitate coordination between stakeholders at local level including through the facilitation of dialogue, to maximize complementarity of interventions and minimize duplication

Provide logistical support including for internal, media and donor missions

To qualify as an advocate for every child you will have

  • Master’s degree in social sciences, law, international relations, or other related disciplines.

  • Master (“Laurea Specialistica”) requirement can be substituted with a Bachelor’s degree and additional 2 years of relevant professional work experience

  • Minimum 5 years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, and evaluation.
  • Proficiency in oral and written English and Italian
  • Valid working permit in Italy

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
