Purpose of Activity/Assignment

UNICEF mandate is to ensure that children’s life, wellbeing, and rights are protected and supported. UNICEF works worldwide to strengthen institutional and governmental systems protecting children and adolescents, promoting their rights and supporting their development in a safe and conducive environment. UNICEF promotes community-based actions and programming to empower families and communities in attaining their needs fulfilled and caring for the most vulnerable groups. In a great variety of settings, from war-torn countries to disaster-affected areas, from low- to middle- and high-income countries, UNICEF commitment is to ensure that special attention is given to the most vulnerable children and adolescents so that their fullest potential can be achieved. In Italy an outposted team from UNICEF ECARO Regional Office is operational since 2016 to respond to the unique needs of migrant and refugee children, providing technical assistance to national authorities and civil societies and direct services when needed.

Since the beginning of the migrant and refugee influx, UNICEF is responding to the unique needs of children and women who are seeking asylum in Europe, on the move, stranded or pushed back. UNICEF-supported interventions in Italy continue also to focus on strengthening the protection system through capacity development of frontline workers and key stakeholders on gender-based violence (GBV), adolescent development and participation (ADAP), child protection (CP), and mental health and psychosocial support (MHPSS) standards and core concepts, working closely with ministries, universities, civil society organizations and more.

In this context, the UNICEF response team in Europe is looking for a junior consultant to support the development, testing and publication of e-learning products. This consultancy reports to the UNICEF Child Protection Specialist and is under the technical guidance of the UNICEF E-learning Specialist, supporting them to develop contents using authoring tools, supervise audiovisual contents and manage the Learning Managing System.

Scope of Work

The purpose of this consultancy is to support the GBV, CP, and ADAP teams through the development of e-learning products, in coordination with the Distance and E-learning Specialist. Key responsibilities of the E-learning Junior Consultant include:

  • Development and re-adjustment of interactive materials using authoring tools, mainly, Articulate 360 and H5P.
  • Preparation and review of scripts for audiovisual materials, mainly videos.
  • Support graphic designers and video producers for the development of graphic elements for interactive images or videos.
  • Supervision of videos production, according to the feedback received by the team.
  • Coordination with the graphic designer and the audiovisual firm to develop graphic content.
  • Publication of e-learning modules on the authoring tool.
  • Managing of the Learning Passport Platform (Microsoft Azzure).
  • Development and publication of the courses on the Learning Passport.
  • Supporting partners and participants on the utilization of the platform.
  • Drafting monthly reports which monitor the analytics of the courses uploaded in the Learning Passport.
  • Providing support and clarifications to partners and team members on the use of authoring tools, if requested.
  • Support the Distance and E-Learning Specialist to coordinate with other UNICEF team’s members and partners to design, develop and implement e-learning courses, following the e-learning project cycle.

- course on Gender-Based Violence Risk Mitigation

Interactive content (graphics, videos, and images) and scripts are finalised and uploaded into the Learning Management System for:

- course on Adolescence and transitioning to adulthood

Managing problems that the users might have when using the Learning Passport.5 meetings with UNICEF staff members and the E-learning Specialist to coordinate the design, development and implementation of the online courses are conducted4 working days;

1 report on the key challenges faced by UNICEF staff, partners and other uses on the authoring tools and on the solutions is delivered6 working days;

Consultant's Work Place and Official Travel

The assignment will be home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please submit a financial proposal (in EUR) based on 58 working days to undertake this assignment. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

To qualify as an advocate for every child you will have…

  • Bachelor's in computer science, graphic design, design, education, or social sciences.
  • Proficiency in Italian and English.
  • At least 1 year of experience using Articulate 360 and H5P.
  • At least 1 year of experience designing and developing on-line courses

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
