The Global Cluster Coordination Unit (GCCU) within EMOPS is responsible for UNICEF’s inter-agency leadership of three global Clusters and one Area of Responsibility (AoR). UNICEF is the Global Cluster Lead for Nutrition and WASH and co-lead for Education (with Save the Children). Within the Global Protection led by UNHCR, UNICEF leads the Child Protection AoR. The main role of the GCCU is to have a coherent and consistent approach on the common matters across the UNICEF led clusters/AoR.

GCCU is looking for a communication and advocacy consultant to assist the team in better positioning UNICEF as a leading cluster agency both internally and externally. The consultant will assist the team in increasing UNICEF’s visibility and profile as the Cluster Lead Agency (CLA) through evidence-based advocacy to external partners, donors, and inter-agency forums. This will include developing a communication strategy for the GCCU, creating compelling communication tools, strengthening the knowledge management system and building capacity within the GCCU.

How can you make a difference?

The consultant is expected to develop a communication and advocacy strategy, strengthen knowledge management across UNICEF-led clusters/AoR and develop necessary communication products to implement the strategy mentioned above.

The consultant will in particular be request to work on:

1- A communication and advocacy strategy

  • Map out communication and advocacy need and targets within the GCCU and global clusters/AoR.
  • Draft a communication and advocacy strategy and finalize it in consultation with GCCU and all clusters/AoR.

2- Strengthening the knowledge management system

  • Map out collective knowledge management needs of all clusters/AoR
  • Develop a knowledge management system that suits to the purpose.

3- Developing communication products

  • Coordinate with all clusters/AoR to issue the quarterly GCCU newsletter which includes collecting articles and information from the clusters/AoR, editing the newsletter by using the Mailchimp.
  • Develop necessary communication materials based on the GCCU communication and advocacy strategy. It could include videos, briefing, infographics, dashboard, or anything else that suits to the purpose and targets.

4- Organise Capacity building trainings of GCCU and clusters/AoR

  • Identify capacity gaps of the GCCU and clusters/AoR on communication and advocacy and develop a capacity building plan.
  • Organize training or other support to build GCCU and clusters/AoR capacity on communication and advocacy according to the capacity building plan.

Contractual modalities:

  • Duty Station: The Consultant will be home-based. No travel is foreseen.
  • Contract Duration: The Contract will be full-time between July and December 2021(6 months)
  • Payment: The consultant will be paid monthly upon submission of the monthly report, as well as timely and satifactory submission of deliverables.

To qualify as an advocate for every child you will have…

  • Master’s degree in communications, public relations, journalism, or related field.
  • At least five years of experience in advocacy, public relations, and communication
  • Proven experience of creating a communication and advocacy strategy and leading advocacy work in international organization.
  • Proven experience of capacity building in the areas of communication and advocacy
  • Strong digital skills to develop necessary communication materials.
  • Good understanding of Humanitarian Clusters and their roles.
  • Experience of working at or with UNICEF, at other UN agency or other international organization is an asset.
  • Excellent writing, communication, and organization skills.
  • Excellency in oral and written English and other UN language desirable.
