Purpose of Activity/Assignment

The presence of a data systems integration, management, and analysis at national level related to data on refugee and migrant children is critical due to the continuation of the conflict in Ukraine and the refugee response of host countries in Europe in 2023, reflected in multiple sources and types of data on refugee and migrant children produced and maintained to monitor, report, evaluate and in general adequately inform action around the refugee response, and to continuously assess data needs and progress made in countries in collecting and reporting data on refugee and migrant children and strengthening corresponding national data systems.

Background

Significant escalation of the conflict in Ukraine has resulted in increased humanitarian needs and population displacement within and outside of the country. There are several entities at country level producing data on children from Ukraine and other refugee and migrant children, including unaccompanied and separated children (UASC) and those evacuated from alternative care arrangements in Ukraine, collected through different tools, stored in varying formats, sourced, and structured in different ways. The efficiency and effectiveness of the national refugee responses are enhanced with relevant, systematically updated, and accessible data on refugee and migrant children, through strong data systems, analysis and sharing. The UNICEF Europe and Central Asia Regional Office (ECARO) seeks support from an experienced professional in data landscape analysis including data systems assessment and improvement and data management to provide technical support to selected country teams in their support to government partners and other key stakeholders to integrate data on refugee and migrant children into the national statistical systems and to strengthen the existing data systems with a view to improve the availability, quality and comparability of data on refugee and migrant children in host countries, in particular on UASC and children evacuated from alternative care arrangements in Ukraine.

Scope of Work

As part of the overall efforts of UNICEF ECARO to strengthen Ukraine refugee response data on UASC, evacuated children and other groups of the refugee and migrant child population in hosting countries and UNICEF ECARO’s regional project on ‘Integration of children refugees and migrants in the host EU countries’ (covering: Bulgaria, Croatia, Hungary, Poland, Romania and the Slovak Republic), the consultant will:

  • Support selected host country teams in the collection, management, analysis and visualisation of data on refugee and migrant children, especially UASC and children evacuated from alternative care arrangements in Ukraine.
  • Support selected host country teams and their national partners in analysing the data landscape on refugee and migrant children including the level of integration of the data into the national statistical systems and possible data gaps. Eventually, the consultant will advise on what additional information may be needed through strengthening of available data collection instruments and systems or additional data collection, and how data quality and comparability may be improved. This may also include the identification and recommendations on efficient ways to support the automatization of refugee and migrant children data management processes, especially linking, collecting, cleaning, and analysing and visualizing data in replicable manner and using low maintenance processes and systems.
  • Prepare end of mission/handover report to ensure follow-up actions and continuity.

The consultant will further assess any specialised technical support needs that country teams may have, e.g., in enhancing data processing and work with data visualisation technologies, in the design and development of relevant data visualisation products, such as interactive dashboards, maps, and data storytelling products, or in structuring and implementing Extract Transform Load (ETL) flows to automate extraction, cleaning, and streamlining of relevant data flows from multiple sources/producers.

The consultant may need to liaise with existing national data/response coordination mechanisms and/or technical experts in governments, United Nations agencies, UNICEF divisions and sectors and implementing partners, NGOs, companies, and other organisations, as required, in order to analyse and help building/strengthening an integrated data environment on refugee and migrant children in the selected countries. This will support refugee response planning and programming, and increase accountability to affected child populations, and ensure timely availability of quality data on refugee and migrant children in the selected countries.

The data sources that will have to be analysed may include but are not limited to KoboCollect surveys, data collected through ActivityInfo, child protection management information systems, Primero, (multi-sectoral) needs assessments, and the relevant databases and systems from governments and other organisations, covering data on refugee and migrant children.

Consultant's Work Place and Official Travel

The assignment will be home-based.

As part of this assignment, travel to countries hosting refugees from Ukraine will take place (as needed). Travel to up to 3 countries are expected for a duration of 3-5 days in each country. Travel costs will be reimbursed per UNICEF travel policy.

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a professional fee based on 35 working days to undertake this assignment.
