As of September 2023, over 785,000 individuals have entered the Slovak Republic from Ukraine since the beginning of the ongoing war. While the initial influx has notably subsided, an average of 100 individuals continue to arrive in Slovakia daily. Adolescents and youth from Ukraine who have sought refuge in Slovakia remain an underserved population, with the most vulnerable in desperate need of assistance. Many have been deprived of formal education and the chance to interact with peers, emphasizing the urgency for their integration into both formal and informal learning programs. Furthermore, the need for access to mental health and psychosocial support, sports, leisure activities, and peer interaction is paramount. To ensure a sustainable and comprehensive approach, UNICEF Slovakia – Ukraine Refugee Response is actively collaborating with NIVAM (the National Institute of Education and Youth) and the CSOs dedicated to adolescents and young people in the country. Their combined efforts aim to elevate the quality of non-formal learning services offered to adolescents and young people in Slovakia, especially those who are most vulnerable, including those from Ukraine and Roma.

How can you make a difference?

Under the supervision of the Chief of Education, and in close collaboration with the Education team as well as with other colleagues in child protection, health, youth and social policy, the consultant will provide technical expertise around non-formal learning and youth engagement and participation to support the strengthening of technical capacities of NIVAM in the implementation of the joint workplan. Moreover, the consultant will provide support to Slovak team to implement ADAP intersectoral plan between December 2023 - June 2024.

More specifically, the consultant will:

  • Based on consultations with partners and conducted interviews (online and in-country) Identify good practice and prepare one case study for quality inclusive ADAP programming, based on UNICEF supported activities developed and disseminated with NIVAM, NGOs and regional office (in cooperation with ADAP Specialist)
  • Develop and conduct a training programme for UNICEF Young Ambassadors (with ADAP Specialist and NatCom) Provide technical support to the ongoing Capacity Building program for NIVAM youth coordinators and youth workers
  • Develop guidance for municipalities on how to empower youth and support participation at local level
  • Support UNICEF team in Slovakia to implement ADAP intersectoral implementation plan in 2024, conduct monitoring and describe best practices

All the products have to be developed through co-creation and meaningful participatory approaches with NIVAM team and adolescents and young people from diverse backgrounds and with different needs to assure the inclusivity of the guidelines/services promoted.

Consultant’s Work Place and Official Travel

The Consultant will be home-based.

As part of this assignment, several travels to Slovakia are foreseen. The consultant will arrange their travel as and when they take place, and related costs will be reimbursed per UNICEF travel policy.

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

Payment of professional fees will be based on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Please propose a lumpsum professional fee (in USD) based on 54 working days to undertake this assignment. Please do not include travel fees as this will be reimbursed as and when they take place.

To qualify as an advocate for every child you will have…

Required:

  • An advanced university degree (Master’s or higher) in Education, international education, education development, psychology or related field
  • At least five years of professional experience in the adolescent development and participation; education or other related filed;
  • Experience in training development and delivery is required;
  • Understanding and experience with national policy planning and implementation processes;
  • Fluency in English;
  • Ability to work in a team with tight deadlines;
  • Availability for international and local travel in Slovakia;

Desired:

  • Fluency in Slovak/Czech;
  • Familiarity with UNICEF’s mission and mandate;
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Proven experience in research/survey development, implementation and analysis is an asset;

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
