You have:

  • An advanced university degree (Master's or higher) in social science or relevant disciplines is required.
  • A minimum of eight (8) years of relevant progressive professional experience in providing technical assistance to national and/or regional authorities in global health, HIV and/or development is required.
  • Demonstrable record in developing at-scale programmes for adolescents and young people from key populations in concentrated epidemics is essential.
  • High level of initiative and ability to navigate a complex landscape with timely task completion is essential.
  • Proven ability to manage complex academic and technical partnerships is highly desirable.
  • Understanding of and experience in digital programming is highly desirable.
  • Strong ability to work in teams and excellent coordination skills are highly desirable.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Contract

The salary for this job should be between 159,743 USD and 205,956 USD.

UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require the inclusion of all or some of the NYHQ core working hours (10AM-4PM).

The HIV & AIDS Section is located within the Health Programme at UNICEF’s New York headquarters. UNICEF’s HIV response for children must ensure that age, poverty, gender inequality, and social exclusion do not determine access to life saving HIV prevention, treatment and care. UNICEF and its partners’ responses ensure all children are born free of HIV and remain HIV-free for the first two decades of life, from birth through adolescence. This means that all children living with HIV have access to the treatment, care and support they need to remain alive and healthy. This is UNICEF’s vision of an AIDS-free generation starting with children. Ending AIDS among children is vital to ending the AIDS epidemic as a public health threat by 2030 – the overarching goal of the Joint United Nations Programme on HIV/AIDS (UNAIDS), of which UNICEF is a co-sponsoring partner. Reporting to the Senior HIV/AIDS Specialist -- Adolescents, this position will contribute to the Section’s overarching goals and strategic results, focused on advancing programming for the second decade of life

For every child, a hope….

You will provide technical assistance to country offices, regional offices, government counterparts and regional bodies on effective approaches to enhance adolescent- and youth-led responses to combination HIV prevention, aligned to the Universal Health Care agenda. This will entail a specific focus on accelerating programmes for adolescent and young key populations in low prevalence, mixed, and concentrated epidemics.

The aim is to strengthen the coherence of UNICEF’s efforts to confront the inequities and inequalities that perpetuate the marginalization and exclusion of adolescents with intersectional vulnerabilities, form the most vulnerable communities. The incumbent will work closely with global partners including: UNAIDS, UNFPA, UNDP, UNODC, US Government, and will deepen collaborations and partnerships with civil society, particularly young key populations networks. The position will advance section workplan components related to digital innovation, mental health, and adolescent wellbeing, in alignment with community systems strengthening and the ultimately, the broader primary health care agenda.

How can you make a difference?

Technical support and guidance to regional and country offices:

  • Accelerate results for adolescent and young key populations through evidence translation, technical cooperation, and dissemination of seminal knowledge management products
  • Advance technical support to scale up combination HIV prevention in the most at-risk adolescents, including young men who have sex with men, adolescents and young people who use drugs, transgender individuals, young people exploited in commercial sex, and/or children deprived of their liberties, with a focus on the low-prevalence, mixed, and concentrated epidemics
  • Lead data demand and information use to inform programme approaches for adolescent and young key population
  • Lead and shape the emergence of specialized knowledge communities to consolidate UNICEF country office adoption, replication, and scale-up of novel programming approaches
  • Support development of cutting-edge guidance and considerations to guide the incorporating novel products, tools, and approaches into an integrated innovations portfolio

Advance multisectoral and innovative programming, including through agency-wide functional integrations

  • Contribute to evolving cross-sectoral initiatives to advance the holistic health and wellbeing of adolescents and young key populations, aligned with the broader UN Leave No One Behind Agenda;
  • Manage an innovation pipeline from establishing proof of concept to replication and scale up, mitigating the systematic exclusion of adolescents during research and development
  • Lead digital data and programming to enhance geographic and person-centered targeting, including leveraging traditional and new data sources, novel analytics approaches, and development of real-time/near real-time monitoring systems
  • Lead implementation research, documentation and dissemination of insights from data innovation and digital programming workstreams

Representation, Grants, and Partnership Management:

  • Represent UNICEF in global technical task teams and working group(s), including the Global Prevention Coalition, the Inter-agency Task Team on Key Populations, the Global Partnership on Elimination of all forms of HIV-related stigma and discrimination, and related,
  • Work closely with Data and Analytics team to advance the “Data for children collaborative with UNICEF” on digital data innovation
  • Contribute to resource mobilization efforts to advance key programmatic aims
  • Support grants management, results monitoring, budget reviews, and development of reports
