UNICEF’s HIV response for children must ensure that neither age, poverty, gender inequality, nor social exclusion determine access to life saving HIV prevention, treatment and care. UNICEF and its partners’ responses ensure all children are born free of HIV and remain HIV-free for the first two decades of life, from birth through adolescence. It means that all children living with HIV have access to the treatment, care and support they need to remain alive and healthy. This is UNICEF’s vision of an AIDS-free generation starting with children. Ending AIDS among children is vital to ending the AIDS epidemic as a public health threat by 2030 – the overarching goal of the Joint United Nations Programme on HIV/AIDS (UNAIDS) of which UNICEF is a cofounding partner.

This UNV assignment is part of UNICEF’s HIV programming for children, adolescents and women in East and Southern Africa, the global epicenter of the HIV epidemic. The UNV provides professional technical, operational and administrative assistance throughout the HIV programming process, with a particular focus on project management and knowledge management, to improve the efficiency, visibility and impact of the work.

Within the delegated authority and under the supervision of the Regional HIV/AIDS Adviser or his/her designated mandated representative(s), the UNV HIV/AIDS Programme Officer will:

PROJECT AND BUDGET PLANNING AND MANAGEMENT

• Contribute to the development, updating and continual improvement of systems to track and manage global and regional HIV budget allocations and corresponding regional and country level HIV and sexual and reproductive health (SRH) activities and results, including but not limited to: o Global thematic funding for HIV o UNAIDS unified budget, results and accountability framework (UBRAF) o The 2gether 4 SRHR Joint UN programme country allocations

• Support regional tracking systems and project management for: o The 2gether 4 SRHR Joint UN programme o The Global Fund Adolescent Girls and Young Women Strategic Initiative Partnership o The project cooperative agreement with Oxford University to generate evidence that informs programming for adolescents

• Provide liaison with other sections in the RO, including but not limited to Human Resources, Operations and Policy, Planning and Monitoring, to ensure smooth HIV Section project management.

• Support communication and follow up with Country Offices to optimize budget utilization and results tracking.

KNOWLEDGE MANAGEMENT

• Support the redesign of the UNICEF ESARO HIV Sharepoint sites to increase their utility and value for Regional and Country Offices • Maintain the Sharepoint with up-to-date evidence and resources that are readily accessible • Compile the monthly ESARO HIV newsletter, contributing to its continued quality improvement, including through solicitation of inputs and feedback • Support virtual meeting planning and hosting • Participate in capacity building initiatives to enhance the competencies of UNICEF colleagues and partners in knowledge management

ESARO HIV SECTION PROCESSES AND EVENTS

• Contribute to the development of the HIV Section’s rolling workplan and input on the midyear and annual reviews • Support the Section’s review of country office annual reporting • Actively engage in biweekly HIV Section Meetings, including as a rotating chair and notetaker • Support the planning and implementation of the 2022 HIV Network Meeting • Any other related tasks as may be required or assigned by the supervisor.

HIV, SRH or health programming or other related fields. Experience working in the UN is an asset. • Demonstrated experience in project management and financial tracking. • Excellent writing and communication skills. • Demonstrated ability to work in interdisciplinary, multicultural settings with gender equality and diversity awareness. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint, etc.) and email/internet; familiarity with database management; and office technology equipment. Familiarity with web platforms is an asset. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Have affinity with or interest in UNICEF’s mandate, volunteerism as a mechanism for durable development, and the UN System. Familiarity with results-based management is an asset.

Nairobi is the capital and largest city of Kenya. The name "Nairobi" comes from the Maasai phrase Ewaso Nyirobi, which translates to "cool water", a reference to the Nairobi River which flows through city. Nairobi is popularly known as the "Green City in the Sun." Nairobi is now one of the most prominent cities in Africa both politically and financially. Home to thousands of Kenyan businesses and over one hundred major international companies and organizations, including the United Nations Environment Programme (UNEP), the headquarters for the United Nations in Africa and the Middle East, and the United Nations Office in Nairobi (UNON). Nairobi is the most populous city in East Africa, with a current estimated population of over three million inhabitants. According to the 2009 Census, in the administrative area of Nairobi, 3,138,295 inhabitants lived within 696 km2 (269 sq mi). Nairobi is currently the 12th largest city in Africa, including the population of its suburbs. The city and its surrounding area also form Nairobi County.

The city is located at 1°17′S 36°49′E and occupies 696 square kilometres (270 sq. mi). At 1,795 meters (5,889 ft.) above sea level, Nairobi enjoys a moderate climate. Under the Köppen climate classification, Nairobi has a subtropical highland climate. The altitude makes for some cool evenings, especially in the winter months (June and July), when the temperature can drop to 10 °C (50 °F). The sunniest and warmest part of the year is during the summer months (December to March) when temperatures average in the mid-twenties during the day. The mean maximum temperature for this period is 24 °C (75 °F).

There are two distinct rainy seasons, the long rainy season: March to May; and the short rainy season: mid-October to mid-December. Otherwise rainfall can be moderate. The cloudiest part of the year is just after the first rainy season, when until September, conditions are usually overcast with drizzle. As Nairobi is situated close to the equator, the differences between the seasons are minimal. The timing of sunrise and sunset varies little throughout the year for the same reason.

Kenya is a unique country and the East and South Africa Regional Office is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
