The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does, in programmes, in advocacy, and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. To the degree that any child has an unequal chance in life — in its social, political, economic, civic, and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education, and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. UNICEF’s HIV response for children and adolescents must ensure that neither age, poverty, gender inequality, nor social exclusion determine access to life-saving HIV prevention, treatment, and care.

UNICEF and its partners’ responses ensure all children are born free of HIV and remain HIV-free for the first two decades of life, from birth through adolescence. It means that all children living with HIV have access to the treatment, care, and support they need to remain alive and healthy. This is UNICEF’s vision of an AIDS-free generation starting with children. Ending AIDS among children and adolescents is vital to ending the AIDS epidemic as a public health threat by 2030 – the overarching goal of the Joint United Nations Programme on HIV/AIDS (UNAIDS) of which UNICEF is a co-founding partner.

This UNV assignment is part of UNICEF’s HIV programming for children, adolescents, and women in Eastern and Southern Africa, the global epicenter of the HIV epidemic. The UNV provides professional technical, operational, and administrative assistance throughout the HIV programming process, with a focus on adolescents and young people in particular on engagement and leadership in advocacy, networking and partnerships, and social and behavior change, to improve the efficiency, visibility, and impact of our second-decade mandate and work.

Within the delegated authority and under the supervision of the Adolescent and HIV/AIDS Specialist or his/her designated mandated representative(s), the UNV HIV/AIDS Programme Officer will:

ENGAGEMENT AND LEADERSHIP • Provide project management support for the Ground UP collaboration with Y+ on adolescent and young people leadership. • Support adolescent and young people's leadership and engagement in Global Fund processes • Contribute to further enhancing youth-led network engagement on SRH and HIV issues and advocacy with regional economic communities and the African Union • Contribute to furthering adolescent and young people’s leadership in key regional initiatives such as the ESA ministerial commitment and Education Plus • Contribute to planning and development of youth engagement and leadership activities under the 2gether 4 SRHR Joint UN programme

ADVOCACY, NETWORKING, AND PARTNERSHIPS • Expand and enhance UNICEF’s collaboration with youth-led SRHR and HIV organizations in the region. • Support through project management the establishment of the Interagency Regional Task Team on Adolescents and Youth in ESA. • Provide liaison with and contribute to regional office collaboration on adolescent leadership, social and behavior change, and advocacy. • Participate in capacity-building initiatives to enhance the competencies of UNICEF colleagues and partners in youth-led advocacy.

SOCIAL AND BEHAVIOUR CHANGE (SBC) • Support regional UNICEF efforts to ensure that multiplatform SRHR and HIV SBC for adolescents and young people is relevant and responsive. • Contribute to the planning and development of youth-specific SBC activities under the 2gether 4 SRHR Joint UN programme through facilitating the engagement and leadership of youth-led SRH and HIV networks.

ESARO HIV SECTION PROCESSES AND EVENTS • Contribute to the development of the HIV Section’s rolling workplan and input on the midyear and annual reviews. • Support the Section’s review of country office annual reporting. • Actively engage in biweekly HIV Section Meetings, including as a rotating chair and notetaker. • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs: As an active ESARO HIV team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: • Improved engagement and leadership of adolescents and young people in HIV/AIDS and SRHR programming • Strengthened collaboration and enhanced partnerships with youth-led organizations and other UN partners • Responsive and relevant SBC strategies and approaches for adolescents and young people • Collegial relations maintained with other HIV sections, Country Offices, and Youth-led Organizations that result in efficient action and problem-solving

HIV, SRH or health programming, or other related fields. Experience working in the UN is an asset. • Demonstrated experience in working with adolescent and young people and/or civil society organizations. • Excellent writing and communication skills. • Demonstrated ability to work in interdisciplinary, multicultural settings with gender equality and diversity awareness. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint, etc.) and email/internet; familiarity with database management; and office technology equipment. Familiarity with web platforms is an asset. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Have affinity with or interest in UNICEF’s mandate, volunteerism as a mechanism for durable development, and the UN System. Familiarity with results-based management is an asset.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethi-opia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; Na-tional Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
