INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

Through DRC as hosting agency, the HINGO forum is recruiting an administrative officer who will be responsible for office administration, and support to operations processes in the DRC team in Ethiopia. The Administrative officer will support the HINGO Forum members and humanitarian efforts through high-quality information exchange, coordination, facilitating effective INGO collective representation, engagement, and advocacy. Additionally, the Administrative Officer will contribute to providing a better understanding of the various actors and their efforts with a view to supporting operational planning and implementation of humanitarian assistance, as well as promoting community acceptance and accountability to the affected population. The post holder will report directly to the HINGO Director and the Steering Committee on the invitation. The HINGO Forum Administrative officer will provide inputs to briefings, analysis, advisories, actions, approvals, and messages through information products and up-to-date knowledge on the realities of the humanitarian response.

There are currently 58 INGOs operating in Ethiopia including 34 actives in the response to the ongoing humanitarian crisis in the Tigray region with an estimated 4.5 million people in need. The humanitarian NGOs operational in Ethiopia recognize the need for this role that will support the humanitarian partners in Tigray. The HINGO Administrative Officer will support HINGO Forum and its member organizations in information exchange, maintaining of key action points for follow-up, administrative support to team functions.

The HINGO Forum Administrative officer supports the work of the HINGO Forum through the following key tasks:

  • information sharing/ communication; coordination; policy development and advocacy; engagement with national civil society; and external representation of the INGO community.
  • Facilitate structured and effective information exchange both between internal INGO members, and relevant working groups – HR, Finance, Logs
  • Compile and maintain up to date notes of meetings and engagements within the HINGO Forum

RESPONSIBILITIES and Tasks

Office Administration

  • Ensure timely payment of office rent and utilities and ensure these are appropriate, safe, and functional (i.e. generator, security system, health and safety. communication & internets, photocopies, etc.)
  • Work with relevant support functions to ensure timely maintenance of equipment and office supplies.
  • Responsible for setting appointments, arranging meetings, maintaining calendars, copying files, entering data into computer systems.
  • Act as a focal point for travel and accommodation and transportation of programme staff, ensuring documentation and maintaining accurate records of related expenses.

Coordination and Representation

  • Participate in relevant inter-agency coordination working groups to ensure updated information about developments and consistent messaging about the HINGOs perspectives regarding the humanitarian situation
  • Co-chair and support as may be necessary the efforts of the relevant working groups – HR, Finance, and Logistics
  • Maintain up-to-date information on key stakeholders’ regular engagement with the press including media briefings, information updates, and coverage of humanitarian engagements where necessary.

Experience, Knowledge, Skills, and Ability

  • Minimum 2 years experience with UN, NGOs, and/or Donor agencies or equivalent in an emergency context.
  • Excellent writing, editing, analytical skills, and ability to formulate well-targeted strategic documents.
  • Knowledge and understanding of the international humanitarian/development system and the mandates of the actors involved.

Written and spoken fluency in English.

  • Strong data analysis and interpretation skills.
  • Commitment to international humanitarian standards and principles.
  • Ability to work independently in a fast-paced and often demanding environment.
  • Proven experience in influencing for policy change and practice
  • Exceptional interpersonal skills and experience in a humanitarian setting.
  • Proven ability to work effectively with minimal supervision.

EDUCATION: (include certificates, licenses, etc.)

  • A degree in a relevant field, or equivalent experience.
  • Demonstrated information management skills
  • Documented skills in writing minutes and notes, scheduling, and reporting
