Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under direction from the Deputy Regional Director, the Men and Boys and Masculinities Programme Consultant will be responsible for both coordinating the region’s contribution to global report and writing the regional report, detailing the initiatives that have engaged men and boys and addressed masculinities. The consultant will also coordinate the documentation of Most Significant Change stories, showing the impact that has been derived from the men and boys and masculinities interventions. The consultant will also coordinate the generation of a learning report that will inform the development of UN Women approach to engaging men and boys and masculinities and contribute to the review of the men and boys’ checklist. The consultant will coordinate and document progress in the region in this assignment and work closely with the Global HeForShe Masculinities Programme Consultant to consolidate and deliver the outputs outlined above. *A more detailed Terms of Reference (TOR) on the methodological approach will be shared with the consultant at the beginning of the assignment.

In addition to the HeForShe Masculinities work, the Consultant will also provide the day-to-day operational supervision of the Curator for the Regional Film Festival that is planned to take place in late September 2021. The Programme Consultant will also work closely with the Head of PRMAC (Partnerships, Resource Mobilization, Advocacy and Communications) unit and the broader PRMAC unit in the outreach to specified Embassy partners as part of this regional initiative.

This consultancy is based in Bangkok with regular contact with HQ as well as other regions.

Final recommendations provided for a corporate approach on engaging men and boys and masculinities for gender equality.

Status report provided on the Regional Film Festival Development

Required Skills and Experience

Required Qualifications, Experience and skills:

  • Bachelor’s Degree in Political Science, International Relations, Communication, Arts, Gender or other related field is required.
  • Minimum 5 years of experience across project management, international development, and/or gender is required.
  • Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects in the area of gender and/or male engagement.
  • Previous experience working in the UN system is an asset .

Language:

  • Proficiency in English.
  • Knowledge of another official UN language is desirable.

Institutional Arrangement

The consultant will work under the direct supervision of the Deputy Regional Director, UN Women ROAP. UN Women will provide the consultant with a work laptop and a workstation. In the event that the consultant needs to travel during the consultancy for assignment-related purposes, UN Women will bear the costs of requested travel expenses.

Duration

The duration of the consultancy is 7 months, starting on 26 March 2021 to 25 October 2021.

Duty Station

The consultant will be based in Bangkok. Living expenses are to be covered by the consultant.

Evaluation

The evaluation will be based on the combination of the weighted technical and financial scores (80 per cent technical and 20 per cent financial). The technical evaluation includes the knowledge/experience in gender equality and women’s empowerment, experience working with bilateral partners and the private sector and/or international institutions. Evaluation methods include desk review and/or interview.
