OBJECTIVES OF THE PROGRAMME

Since 2011,Syria's protracted crisis has taken an extensive toll on its population,causing extensive destruction to the country's infrastructure (includingdestruction of health facilities), devastation of the economy, tremendous lossof human life and deterioration of the country's ability to provide basicsocial services.10 years of war inSyria deeply fractured all health systems building blocks, which hasimplications for WHO to invest to restart and rebuild its core functions.On one hand,MoH has to support the new functions like overarching health vision, regulation,coordination, reporting on international commitments, etc. On the other hand,it has to respond to the needs of governorates to strengthen their fragile healthsystem in emergency context. Thus, WHO needs to create synergy and alignment amongthe various strategic priorities and plans (global, regional, national), aswell as the priorities of the United Nations Development Assistance Framework(UNDAF). Creating this synergy and alignment will be essential to advance theWHO's organizational effectiveness and ensure WHO's relevance at country level.

DESCRIPTION OF DUTIES

1. Provide strategic technical expertise on health systemstrengthening including health finance, health policies and governance, healthinformation system, health service delivery at community, primary, secondaryand tertiary levels, health workforce and essential medicines andpharmaceuticals.

2. Provide technical leadership and guidance to the Ministry ofHealth and other Sectors to recover from the impact of long emergency, ensuringthat activities are carried out in a highly professional and timely manner tobuild a resilient health system.

3. Design standards for organization, functional healthprogramming and operation of health systems based on primary health care,supporting universal health coverage, as well as for integrated health andpharmaceutical services networks including hospitals, integrated reproductivematernal, new-born and child health, public health infrastructure and services.

4. Ensure continuity of care at emergencies particularly forpeople with chronic disorders, pregnant mothers, children under five years'morbidities and disabilities, etc. and provide measures to strengthen referral channels.

5. Identify and target health inequities; including vulnerablegroups to ensure equitable access to quality health services.

6. Manage and oversee the planning, implementation assessmentand reporting of the technical activities pertaining to quality of care and thehealth services infrastructure (nursing, pharmacy, laboratory, medicines,vaccines, and medical diagnostic and therapeutic devices, health informationsystem, Civil Registration and Vital Statistics systems, and medical recordkeeping) and priority programmes based on the needs of affected populations.

7. Develop and consolidate the health information system toassist in the decision-making processes; provide information on the healthsituation, status and trends pertaining to the effective and efficientmanagement of health and pharmaceutical services.

8. Cooperate with internal team members, national authorities,international cooperation agencies, inter-governmental and non-governmentalorganizations, and other relevant stakeholders, in order to develop alliancesand networks that promote access to quality primary care services for the affected population.

9. Support programmes and plans in response to the health emergency in coordination with Emergency Team Lead.

REQUIRED QUALIFICATIONS

Education

Essential: Master's level degree in Medicine or Public Health or Health Economics. Desirable: Advance /PHD Degree in Medicine, Public Health or related field

Experience

Essential: At least seven years of progressively responsible professional experience with international exposure in health system development, including teaching, research, and practice. Desirable: Experience of working with WHO and other UN partners, INGOs,NGOs in health system development.

Skills

- Excellent knowledge and expertise of country-level situations with regard to Health Systems development and management with good understanding of country's needs, priorities, and policies, along with WHO's policies, practices, guidelines and procedures and ability to apply these in the country office setting.

- Ability to analyze country context, identify issues, formulate opinions, make conclusions and recommendations for strengthening of health care systems in Syria.

- Ability to review and revise WHO work modalities of programme activities using interpersonal skills, tact, patience and courtesy.

- Proven knowledge of technical aspects in the field of health system. Public speaking techniques.

- Excellent drafting and communication skills.

- Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 33,152 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
