How can you make a difference?

The acceleration in digital transformation (Dx) caused by the COVID-19 pandemic is set to continue worldwide. Dx is a process by which new technologies disrupt the whole social fabric. The digital divide created by this accelerated adoption of digital solutions is considered the new face of inequality by the UN.

The UNICEF 2022-2025 Strategic Plan recognises digital transformation (Dx) as a critical change strategy to achieve results for children across all of UNICEF's work. As a result, the demand for operational and programmatic support on Dx is rapidly increasing. UNICEF is continuously strengthening Dx processes to ensure no child is left behind and that all can equitably access the benefits of digitalisation.

The purpose of this role is to manage, coordinate and provide support on digital health programming in the East Asia and Pacific region. Under the guidance of the Regional Immunisation Specialist, this role will be responsible for program planning, design, implementation and monitoring of major digital health programs in the region.

The Health (Technology for Development) Specialist will support a multi-country initiative (Cambodia, Lao PDR, Mongolia, Philippines, Timor-Leste, Vietnam, PNG, Fiji, Kiribati and the Solomon Islands) on investments supporting digital health and immunisation. In addition, the role will support the country office in coordination and technical project management in implementing the newly funded digital health project funded by the Government of Japan and other initiatives related to immunisation programs including through GAVI support.

The Regional Immunisation Specialist supervises the Health (Technology for Development) Specialist with a matrix reporting to the Regional T4D Manager.

Within the delegated authority and under the given organisational set-up, Health (Technology for Development) Specialist is responsible for coordinating and managing advisory support to digital health initiatives in the EAP Region, especially programming funded by the government of Japan and other strategic donors (e.g. GAVI). They will play a key role in ensuring that programmes are delivered on time, within budget, and to the required quality standards. The primary duties and responsibilities are:

  1. Coordination: coordinate the implementation of digital health initiatives in the countries in the regions, especially the project funded by the government of Japan and other strategic donors, e.g. GAVI.
  2. Project Management: Develop regional project management tools for monitoring the implementation of digital health projects at the country offices, including developing project risk management tools to manage the risks and implement contingency plans as necessary.
  3. Stakeholder management: Identity, engage and manage relationships with stakeholders, including PPD Tokyo, Country offices and external partners who are involved in the implementation of the project. Ensure that all stakeholders are kept informed and engaged throughout the project lifecycle.
  4. Budget Monitoring: Monitoring budget expenditures at regional and country offices ensures financial targets are met.
  5. Contract management: Support the country office to manage relationships with external vendors and/or suppliers, ensuring that contracts are in place and that delivery is on time and to quality standards.
  6. Digital health technology implementation: Oversee the performance of other digital health technologies for possible linkages with the current ongoing initiatives.
  7. Performance management: Monitor project performance, identify areas for improvement, and implement corrective actions as necessary.
  8. Report management: Prepare regular updates and all necessary reporting requirements from the regional office and provide quality assurance on the Country offices' report by coordinating with PPD Tokyo to ensure all offices submit quality reports timely.
  9. Capacity Building: Manage and organise capacity-building activities on digital health for country offices in coordination with the ICT and Digital Innovation unit at EAPRO and DICE.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Public Health, Digital Health, Health Innovation, or another relevant technical field. *A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with a minimum of 7 years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of relevant professional experience in public health management, digital health, and health innovation in a large international / development organisation
  • Having country work experience and/or familiarity with humanitarian emergencies is considered an asset.
  • Fluency in English is required; knowledge of another official UN Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language in East Asia & Pacific is an asset.

The following qualifications are highly desirable:

  • Experience identifying, designing, and implementing solutions for large-scale digital health projects
  • Knowledge and experience working in digital health innovation projects for strengthening health information systems.
  • Familiarity with using Digital Global Goods such as DHIS2, OpenMRS, OpenSRP, iHRIS, OpenHIE, SanteSuite, DIVOC, CommCare, RapidPro etc.
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, and experience in applying open source, digital and emerging technology solutions to address programmatic issues.
  • Experience designing and supporting digital development and transformation projects with Governments in the East Asia and Pacific region.
  • Experience coordinating with multiple stakeholders like government agencies, academic institutions, research organisations, the private sector, etc., in implementing digital health programs and exploring space for collaboration and partnerships.
  • Strong communication skills: Ability to communicate and engage both verbally and in writing with experts and stakeholders from different fields, including policymakers, researchers, and civil society.
  • Work experience in a multicultural environment and establishes harmonious and effective working relationships.
  • Demonstrated strong analytical, research, report writing and presentation skills.
