Purpose of the Position:

The incumbent of the TA position under the Health Specialist is responsible for managing, implementing, monitoring, evaluating and reporting of program progress of a sector of the health and HIV program (maternal, neonatal, child survival/development in the context of the broader health systems) within the country program. He/she provides technical guidance and management support throughout the programming processes to facilitate the achievement of concrete and sustainable results according to plans, allocation, results-based management (RBM) principles and established standards of performance and accountability. The ideal candidate is accountable for ensuring that UNICEF Health MNCH programme promotes gender equality, with an emphasis on gender disaggregation, gender disparity identification and gender mainstreaming.

Major Duties and Responsibilities:

1. Support to program development and planning

  • Timely situation analysis for the sector/s to establish a strategic plan for development, design and management of maternal, newborn and child health program within the context of the broader health system, including consistent integration of sex disaggregated data and its periodic update for effective program delivering, monitoring and course correction.
  • Support with the development of policy briefs and RMNCH investment cases
  • Quality technical and programmatic guidance and support to the development and implementation of the MNCH strategies and approaches through participation and collaboration with internal and external colleagues and partners to to meet the needs of women and children.
  • Work plan and objectives are strategically established, technical support is effectively provided, and planned results are timely delivered through exercise of strong leadership.
  • Project implementation progress is monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability.
  • Technical support is provided to government and NGOs at all stages of the programme cooperation, including capacity building of government personnel and beneficiaries.
  • The capacities of Country Office staff are strengthened through effective capacity building programme in the development, implementation and management of the MNCH programme.
  • UNICEF and Government accountability is ensured for supply and non-supply assistance and disbursement of programme funds for the sector.
  • Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking.
  • The most relevant and strategic information is provided to support the MNCH programme through effective implementation of integrated child survival monitoring system.
  • All required programme reports are timely prepared in compliance with the established guidelines and procedures.
  • Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination is provided.

2. Networking and Partnership Building:

  • Build and sustain effective working partnerships with health sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity and exchange knowledge/expertise to facilitate the achievement of program goals on children rights and social justice/equity.
  • Work and collaborate with other Sectors within UNICEF to ensure health system strengthening
  • Prepare communication and information materials for CO program advocacy to promote awareness, establish alliances and support fund raising for health programs (maternal, neonatal and child survival and development).
  • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programs/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.

3. Innovation, Knowledge Management and Capacity Building:

  • Apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results.
  • Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices in health.
  • Assess, institutionalize and share best practices and knowledge learned.
  • Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on health-related programs/projects.

4. Other assigned duties and responsibilities are effectively performed.

To qualify as an advocate for every child you will have…

Qualifications of the Candidate:

  • An advanced degree (Master’s or PhD) in Pediatrics, Obstetrics and Gynecology, Public Health, Family Health, health research, global/international health, health policy and/or management, biostatistics, socio-medical, health emergency/humanitarian preparedness epidemiology, or another relevant technical field.
  • At least five years previous relevant and proven experience in program review and evaluation particularly experience in child Health, public health -specific and MNCH -sensitive programming.
  • Previous and proven experience in qualitative research methods and in-depth interviews
  • Excellent interviewing and facilitation skills, particularly via remote methods with regard to gender considerations, including experience in discussing sensitive topics such as female education
  • Ability to produce technically sound, well-written reports in English.
  • Experience with Liberian populations or similar development/programming context would be an asset.
  • Prior experience with UN and other international organizations and exposure to UNICEF’s work
