The overall objective of the position is to provide monitoring and evaluation (M&E) support to UNICEF/Health in Emergency unit to sharpen planning/monitoring functions across countries with populations of concerns living in humanitarian settings, while identifying, stewarding and disseminating implementation research/evidence for improved service delivery/performance.

How can you make a difference?

Programme Results Monitoring

  • Promote wider nexus programming in development and humanitarian programming cycles, including within health teams as well as wider cross-cutting themes (migration, gender, social and behvavioural change, etc.)
  • Contribute to global efforts to review, as required, Humanitarian Action for Children (HAC)/ humanitarian implementation plan on a periodic basis
  • Coordinate unit efforts to review and compile inputs on annual reporting from country and regional offices for analytical and reporting purposes (e.g., RAM, Annual Results Report, ED Annual report, HARR, etc.)

Monitoring, Learning and Research

  • Develop and maintain database of gaps as well as available evidence, implementation research to ensure better access, quality of health services in humanitarian settings.
  • Coordinate and provide technical assistance for planning and establishing monitoring, evaluation and research objectives, priorities, and activities in line with identified gaps in knowledge for service delivery in humanitarian settings.
  • Design and promote multi-level dissemination strategies to ensure that available research is easily available to users both within UNICEF and globally.

Coordination and Networking

  • Collaborate with UNICEF Data and Analytics Department on collection and analysis of humanitarian situation analysis of impact (mortality) and outcomes (coverage) indicators.
  • Collaborate with other UNICEF sections to leverage strategic insights
  • Engage M&E knowledge networks among humanitarian health (HEPR) partners to identify emerging standards, best practices, and innovations relevant for UNICEF and wider child health partnership.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in health/public health, social sciences, with specific training data analysis or other relevant degree is required.
  • A minimum of 8 (eight) years of progressively responsible professional experience in health service design and delivery including specific elements of M&E methods with a strong quantitative component is required.
  • Demonstrated expertise in research, evaluating evidence for decision making is desirable.
  • Knowledge of primary healthcare, and public health systems is highly desired, emphasis on humanitarian settings preferred
  • Experience on program implementation is desired
  • Experience working with multi-lateral organizations and in multi-cultural environments is an asset.
  • Experience working with diverse countries using both remote and in-country facilitation is an asset.
  • Experience working with the UN is an asset
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
