How can you make a difference?

Working under the guidance and supervision of the Health Manager in the Health and Nutrition section, you will be responsible for supporting key programmes implemented by the Health and Nutrition Section, including their implementation, monitoring, evaluation, and reporting, with a focus on health systems strengthening (HSS) with the focus on Digital Health transformation of Iraq health Sector. You will provide technical guidance and operational support throughout the programming process, to facilitate the achievement of concrete and sustainable results according to plans, allocations, results-based management approaches and methodology, the organization’s Strategic Plan and standards of performance, and its accountability framework

Summary of key functions/accountabilities and end results:

1. Support the Section’s collaborations on digital health system strengthening.

a. Digitalization of the Iraq health management information system (HMIS)

nutrition indicators at all levels of the health sector

b. Coordination with other UNICEF Sections on digital birth registration, design of digital monitoring of new programs such as on early child development, health in schools, adolescent health

c. Support the roll-out of DHi2 in collaboration with WHO, and promote interoperability with other digital systems.

d. Support the roll-out of the vaccine eLMIS system, in concert with warehouse management tools and improve end-to-end timely demand forecasting and delivery.

e. Lead UNICEF support to the development and implementation of the National Digital Health Strategy and blueprint.

2. Lead engagement of Health & Nutrition Section’s engagement with other Section HSS relevant activities

a. Coordinate the inputs of the UNICEF Health and Nutrition Programme digital contributions, with a focus on:

3. Lead the Health Section’s nascent work with the Ministry of Health on engagement and regulation of the private health sector

a. Lead UNICEF efforts to support quality improvements of private health sector services by providing technical support to inform regulations and policies aimed at improving PHC and the attainment UHC.

b. Represent UNICEF in policy-level discussions on private sector engagement in health care, i.e. internet technology, solarization, etc.

c. Represent UNICEF on the MoH’s nascent work on social health insurance and how this may involve private healthcare providers

4. Advocacy, networking and partnership building to leverage resources and action to improve the quality of health services

a. Support Section Chief on fund raising for HSS programmes; identify new donor opportunities; write donor proposals; write donor reports

b. Design an advocacy strategy for key deliverables, i.e. policy, guidelines, gov. financial contributions, etc. and work with the advocacy focal point.

c. Participate and/or represent UNICEF in inter-agency meetings (with health partners; in particular in the Health Cluster), the planning and preparation of joint health programmes/projects by such partnerships, ensuring UNICEF’s position, interests and priorities are fully considered. Coordinate UNICEF inputs to these groups according to our responsibilities on various technical working groups.

To qualify as a champion for every child you will have… - An advanced university degree in Medical Sciences, Nursing, Public Health, Nutrition or Child Development and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or another relevant technical field.

- A minimum of five years of professional experience in one or more of the following areas is required: health systems; public health/nutrition planning and management, maternal and neonatal health care, or health emergency / humanitarian preparedness.

- Knowledge of theories, principles and methods in selected fields of the following: Public Health, International Health, Public Health Policy and Management, Family and Community Health & Nutrition, Health & Nutrition System Management, Health sector digital transformation and information systems, Public Health Preparedness, Health Emergency Preparedness, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health.

- Relevant experience in a UN system agency or organization is considered as an asset.

- Fluency in English is required.
