  1. Purpose of consultancy

The purpose of the consultancy is to provide technical assistance to the Ministry of Health in South Sudan to develop the Monitoring and Evaluation Framework for the country’s new Health Sector Strategic Plan.

  1. Background

The Health Sector Strategic Plan for South Sudan (2017-2022) was developed to guide the implementation of the first phase of the country’s National Health Policy (2016 – 2026). The country is now embarking on developing the second strategic plan for implementation of phase two of the National Health Policy to define the strategic approaches, key interventions, resource requirements and implementation framework to guide the Ministry of Health and partners in delivering health services in the country.

In general, health sector strategic planning aims at identifying, sequencing, and timing medium-term interventions for the health sector in a comprehensive way to guide activities and investments necessary for achieving medium-term outcomes and impact. The process is based on a thorough analysis of the current situation, lessons learned from previous plans, expected available resources and chosen priorities, within an overall government-wide policy framework.

Monitoring and evaluation (M&E) is an integral component of strategic plans to ensure that priority health actions outlined in the strategic plan are implemented as planned against stated objectives and desired results. Monitoring and evaluation requires an integrated approach that builds on a single country-led monitoring and evaluation (M&E) platform. Therefore, development of an M&E framework for the HSSP, is critical as it is the basis for tracking progress and performance of the strategic plan.

To this end, the World Health Organization is seeking to recruit an international consultant to provide technical support to the Ministry of Health South Sudan, to develop the Monitoring and Evaluation framework for the new five-year Health Sector Strategic Plan that the country is developing.

  1. Deliverables and duties

Duties:

  • Provide overall leadership and technical expertise to the Ministry of Health, stakeholders and collaborating national consultants on the development of the Monitoring and Evaluation framework for the new five-year Health Sector Strategic Plan South Sudan is developing.
  • Lead/facilitate the consultations/dialogue with stakeholders and programs for the identification, selection and validation of a balanced and core set of indicators, baselines and targets to measure progress and performance against the goals,objectives and priority intervention areas of the health sector strategic plan (HSSP) and overall M&E framework.
  • Lead/facilitate the consultations/dialogue with stakeholders and programs for identification and elaboration of data sources, collection methods, establishing how data gaps will be addressed and defining information flows for the core set of HSSP indicators.
  • In consultation and collaboration with programs/stakeholders elaborate the processes of data analysis and synthesis and how anticipated data quality issues will be addressed
  • In consultation and collaboration with programs/stakeholders elaborate the processes/frameworks for effective data dissemination, communication including analytical reports for performance reviews and data sharing.
  • In consultation and collaboration with programs/stakeholders elaborate key roles and responsibilities for monitoring, evaluation and review of the HSSP including mechanisms for coordination and plans for strengthening capacity.
  • In consultation and collaboration with programs/stakeholders elaborate the mechanisms for joint periodic performance reviews and processes to feed back the findings into decision making and action.
  • Finalize and draft the validated M&E framework of the HSSP.
  • Collaborate with the lead consultant for the development of the HSSP document and the costing consultant to consolidate the final draft costed HSSP document with its M&E framework that will be validated by stakeholders.
  • Lead/facilitate the process of dialogue with stakeholders for the validation of the final costed HSSP document with its M&E framework.

Deliverables:

  • Deliverable 1: An inception report and detailed work plan / Expected by: 19 August 2022
  • Deliverable 2: Draft indicators, baselines and targets for identified HSSP intervention areas; M&E framework / Expected by: 9 September 2022
  • Deliverable 3: Final draft indicators, baselines and targets for identified HSSP intervention areas; M&E framework / Expected by: 23 September 2022
  • Deliverable 4: Final validated overall M&E framework / Expected by: 7 October 2022
  • Deliverable 5: Final consultancy report / Expected by: 14 October 2022
  1. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Bachelor’s degree in Health Information Sciences/Health informatics, Public Health, Health Sciences or related fields

Desirable: Master’s degree in Public Health, Information Management or related fields.

Experience

Essential: At least 5 years of relevant professional work experience in Health Information Management Systems, including experience in development of M&E frameworks for Health Sector Strategic Plans

Desirable: Experience working in fragile State settings

Skills/Knowledge:

  • Demonstrated ability to provide sound methodological and technical advice and guidance to Ministry of Health and other stakeholders including donors
  • Practical analytical skills necessary to translate data or information into concrete action
  • Excellent report writing skills
  • Able to work effectively in a diverse team environment

Languages and level required (Basic/Intermediate/Expert):

Expert knowledge of English

On site: WHO South Sudan country office, Duty Station – Juba

  2. Remuneration and budget (travel costs are excluded):
    1. Remuneration: Payband level - Remuneration currency - Payband range Band level B (USD 7,000 – 9,980/month): USD 8,000 per month
    1. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): Currency (USD); Daily Service Allowance rate USD 128
    1. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 2 months (15 August - 15 October 2022)
