UNOPS has signed an MOU with an intergovernmental organization called SACEP (South Asia Cooperative Environment Program). SACEP is implementing the World Bank (WB)-funded Plastic free Rivers & Seas for South Asia (PLEASE) Project in South Asia. In accordance with the Agreement, UNOPS should provide implementation support and advice to SACEP in implementing the (PLEASE). In particular, UNOPS is expected to assist the Project Implementation Unit (PIU) in implementing a Regional Competitive Block Grant (RBG) under Component 1 of PLEASE.

The Health and Safety (H&S) Officer will report directly to the Project Manager and will support full coordination with the project Engineer and other project team members. Under the guidance and direct supervision of the Project Manager, the main duties of the H&S Officer is to facilitate compliance with occupational health and safety guidelines and to provide support on measures needed in order to minimize hazards or unhealthy situations in the (Construction of South Asia Cooperative Environment Programme (SACEP) Headquarters Building, Colombo). The H&S Officer contributes to safeguard and establish a safe workplace according to legal standards and foster a culture of attention to health and safety in all the phases of the project & maintain mandatory reporting in the UNOPS enterprise system. The H&S Officer’s work shall focus on prevention of accidents and to be detail-oriented and ready to act in emergencies.

Functional Responsibilities

2.1 Technical tasks:

  • Provide guidance on various safety-related topics (noise levels, use of machinery etc.)
  • Conduct risk assessment and enforce preventative measures under the guidance of project manager/engineer
  • Initiate and organize OHS training for UNOPS project team with the oversight from project manager/engineer. Inspect premises and the work of personnel to identify issues or non-conformity (e.g. not using protective equipment)
  • Oversee installations, maintenance, disposal of substances etc.
  • Check and stop any unsafe acts or processes that seem dangerous or unhealthy
  • Record and assist in investigating incidents to determine the cause.
  • Prepare reports on occurrences and provide statistical information to upper management.
  • Support the PM to ensure a safe workplace environment without risk to health. Assist in ensuring that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated. Assist the Project Manager in ensuring the contractor meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting
  • Assist the office in ensuring that all accidents are documented, investigated and recommended improvements implemented
  • Ensure that safety inspections are carried out, safety inspections, risk assessments, lone working procedures are managed, and employees are aware of their responsibilities in relation to health and safety issues.
  • Support the Project Manager in the development of health & safety policies, systems of work and procedures.
  • Ensure full and accurate health and safety training records are documented.
  • Assist in establishing a full programme of documented health & safety inspections, audits and checks.
  • Provide support in establishing a structured programme of health & safety training for project staff.
  • Liaise with external health & safety (contractor H&S) in the provision of training for health and safety services.
  • Support the Project manager to organise & distribute minutes for the Health & Safety Committee meetings.
  • Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the business.
  • Provide regular assigned reports to the Project Manager on relevant health and safety activities.
  • Participate in monthly project team meetings when required to report on relevant health & safety matters.
  • Ensure all precautionary signs are installed in proper areas.
  • Maintain Site Safety inspection register
  • Under the oversight of the project manager, maintain online reporting platforms in UNOPS for H&S up to date.

    2.2 Administrative tasks:- Support the Project Manager in raising awareness on Health and Safety Issues within teams.

  • Perform any other support tasks relevant to Health and Safety when required.

2.3 Monitoring and Project Controls:

  • Active participation in weekly site progress meetings.
  • Provide needed assistance/ training on Health and Safety under the project managers guidance.
  • Assist in Implementing UNOPS guidance on IOSH or health and safety standards and procedures to be implemented by all project team members.
  • Prepare a monthly report on issues faced and criteria used to avoid such accidents in the future.
  • Regular field inspection to make sure all field staff are taking the health and safety measures into consideration.

Education/Experience/Language requirements

Education:

  • A diploma from a recognized institution preferably in Safety Management, Engineering or other relevant field is required.
  • National Certificate in technology in engineering or relevant field with 5 years of construction experience may be accepted in lieu.
  • Certificate in occupational health and safety is desired.

Work Experience:

  • At least 5 years of experience in occupational health and safety is required in the construction sector.
  • At least 5 years of experience working on infrastructure projects;
  • Experience with the design or implementation of environmental safeguards tools is desirable;
  • Experience in Health, Safety & Environment management is an asset;
  • Experience working in an infrastructure project or site management capacity in UNOPS, a UN organization or a similar international organization would be considered a strong asset.

Language requirement:

  • Fluency in English is required.
  • Working knowledge of a local language is highly desirable.

  • A retainer Individual Contractor Agreement (ICA) is issued for a period of time during which the services of the individual contractor may be required intermittently.
  • A retainer ICA will specify a unit price (e.g. amount per day actually worked). For budgetary purposes, a monetary limit will be specified at the time the ICA is awarded and issued.
  • UNOPS shall have no obligation to obtain any minimum quantity of Services from the Individual Contractor during the duration of the retainer ICA.
  • Payment will be made only after completion of work (if any) or reaching agreed milestones.
