Functional Responsibilities

The Health, Safety, Social and Environmental Senior Analyst (HSSE) will report directly to the Infrastructure Project Management Manager and to the Country Manager as the second reporting line. He/she will ensure full coordination with the Site Engineers and other project team members.

The main duties of the HSSE Senior Analyst include ensuring compliance with local regulations and UNOPS rules as it relates to occupational health and safety, social and environmental management, and to provide advice on measures needed to minimize hazards or unhealthy practices in construction sites. The HSSE Senior Analyst will establish a safe workplace according to international standards and foster a culture of attention to health, safety, social and environment management in all work sites under the project throughout the project life cycle. The HSSE Senior Analyst shall focus primarily on prevention of accidents and is expected to be detail-oriented and ready to act in emergencies.

More specifically, the Health, Safety, Social and Environmental Senior Analyst will be responsible for the following substantive tasks:

Technical Advisory Support

  • Supporting the Infrastructure Project Management Manager in establishing effective performance monitoring of HS all projects and the office;
  • Support Project Managers, site engineers and project teams in implementing health and safety requirements;
  • Provide technical advice to Infrastructure Project Management Manager on what needs to be included in project proposals to embed HSSE management into new projects.
  • Evaluate practices and procedures at UNOPS premises and construction sites in the region to assess risk and adherence to UNOPS HSSE requirements;
  • Review HSSE plans to ensure project implementation is fully aligned to UNOPS HSSE guidelines
  • Review risk assessments, inspections, incident investigations and other reports and offer advice to field teams to ensure that good practices are upheld;
  • Assist field teams to correct deviations from health and safety requirements including managing breaches of requirements and poor performance by personnel and contractors;
  • Prepare reports on incidents (including near misses) and compile statistical information to present to management on HSSE matters.

Monitoring performance and addressing incidents

  • Carry out inspections and system reviews to ensure that UNOPS operations are complying with HSSE requirements;
  • Carry out incident investigations;
  • Follow up on actions to address non-conformities or issues raised in incident investigations, inspections and audits to ensure that the issues have been effectively addressed and lessons learned shared;
  • Carry out actions to improve the effectiveness of health and safety-critical controls in the field offices;
  • Reviewing and improving the HSSE performance indicators. This involves liaising with field staff or the use of the current set of indicators and collating feedback to improve the indicators.
  • Use trend analysis of monitoring data from field offices for the purposes of addressing poor performance;
  • Carry out initiatives to support the improvement of health and safety culture including ensuring that actions in the organization’s safety improvement plan are carried out;
  • Oversee installations, maintenance and disposal of substances, plant and equipment etc. to ensure they are done in conformity with applicable laws and industry best practices.
  • Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes are detected and addressed in a timely manner.

Training and Knowledge Management

  • Develop and implement training programmes to improve the capacity of UNOPS personnel, contractors and partners in implementing UNOPS health and safety requirements;
  • Facilitate practical training for contractors and project teams so that they ‘learn by doing’ and ensure continuous safe operations during project execution.
  • Be the focal point for health and safety knowledge building and knowledge sharing across Central African with a focus on context-specific good practices;
  • Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
  • Support the development and implementation of other HSSE initiatives as assigned by the management
  • Ensure the contractors meet their statutory obligations in all areas pertaining to health, safety and welfare at work, including training and reporting.

Education/Experience/Language requirements

Education

  • Advanced-level university degree (Master’s degree or equivalent) in Health and Safety Management, Environmental Management, Civil Engineering, Natural Sciences or other relevant discipline is required.

  • Bachelor’s Degree with two additional years of relevant experience may be accepted in lieu of a Master’s degree.

  • A formal qualification in Health and Safety is essential.

  • Additional qualification in Environmental studies or other social safeguards such as gender equality, child protection, disability inclusiveness will be an advantage.

Experience

  • At least 2 years of demonstrated experience in managing health and safety on construction sites is required.

Languages

  • Fluency in written and oral French is required.
  • Intermediaire in English is required
