Contract

Background Information - Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services.

The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.

Background - Project

The Construction of the Air Navigation Service Facility and the Control Tower at the International Airport in Kabul City, Afghanistan - (JICA VII), funded by the Government of Japan (GoJ) through the Japan International Cooperation Agency (JICA) involves the design review and construction which is intended to improve the Airport facilities and the project aims to enable increased air traffic into and out of Afghanistan, in full alignment with ICAO standards, thereby supporting economic development of the country.

The project includes the following specific project scope components for design review, procurement of construction works, construction supervision, financial management and reporting. Planned construction works outputs include the basic and detailed design of the ANS Facility and Control Tower and the Construction of the ANS Facility and Control Tower.

Background Information - Job-specific

The Health, Safety, Social and Environmental Senior Analyst (Analysis and Reporting) will report directly to the Senior Programme Manager and Deputy Project Manager, and ensure full coordination with the Quality Engineer, Construction Management Engineers, Community Liaison Officer and other project team members. In general, the main duties of the Health, Safety, Social and Environmental Senior Analyst include ensuring compliance with occupational health and safety, social and environmental laws, procedures, guidelines and specifications and to provide advice on measures needed to minimize hazards or unhealthy situations at project construction sites. The HSSE Senior Analyst needs to establish a safe workplace according to legal standards and foster a culture of attention to health, safety, social and environment (HSSE) management in all work sites under the project throughout the project life cycle. The HSSE Senior Analyst shall focus primarily on prevention of accidents and is expected to be detail-oriented and ready to act in emergencies.

Functional Responsibilities

More specifically, the HSSE Senior Analyst will be responsible for the following substantive tasks:

  • Prepare and/or update health, safety, social and environmental management plans, review them on a regular basis and keep them up to date at all times;
  • Advise and instruct project staff, contractors, consultants and other stakeholders on various health, safety, social and environmental related matters related to project implementation;
  • Support the Senior Programme Manager and Deputy Project Manager in raising awareness on health and safety issues among project staff, consultants, contractors and other stakeholders and within UNOPS in general, working closely with the UNOPS QA/QC Section;
  • Act as the Gender, Diversity and Inclusion focal point for the project;
  • Conduct risk assessment and enforce preventative measures on HSSE;
  • Conduct an HSSE toolbox meeting with all site personnel. These meetings ensure that all site personnel know the latest safety procedures and protocols.
  • Initiate, organize and conduct HSSE training for UNOPS project team, contractors, consultants and other stakeholders;
  • Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected;
  • Oversee installations, maintenance and disposal of substances, plant and equipment etc. to ensure they are done in conformity with applicable laws and industry best practice;
  • Record and investigate incidents (including near misses) to determine the cause and to propose improvements to processes in the future;
  • Ensure a safe workplace environment is maintained at all times without risk to health and safety of everyone including workers, UNOPS staff, other stakeholders and general public;
  • Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated;
  • Ensure the contractor meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting;
  • Ensure that safety inspections, risk assessments, working procedures are managed, and contractors and employees are aware of their responsibilities in relation to health and safety issues;
  • Coordinate the development of HSSE policies, systems, procedures and guidelines;
  • Ensure full and accurate health and safety training records are documented;
  • Establish a full programme of documented HSSE inspections, audits and checks;
  • Establish and conduct a structured programme of health & safety training (including a well-developed induction program) for project staff, contractors, consultants and other stakeholders;
  • Establish an HSSE Committee, manage and devise the agenda for, chair and formulate & distribute minutes for the Health & Safety Committee meetings;
  • Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the stakeholders;
  • Participate in regular site meetings to report on relevant health & safety matters and to provide necessary advice;
  • Prepare reports on incidents (including near misses) and compile statistical information to present to upper management on HSSE matters;
  • Provide regular reports to the Senior Programme Manager / Deputy Project Manager, and/or Quality Engineer on relevant health and safety activities;
  • Perform other duties as may be assigned;

Education/Experience/Language requirements

A. Education

  • A first-level university degree (e.g. Bachelor) in Health and Safety Management, Environmental Management, infrastructure, Civil Engineering, Natural Sciences or related discipline is required.
  • An advanced university degree (e.g. Masters) in n Health and Safety Management, Environmental Management, infrastructure, Civil Engineering, Natural Sciences or related discipline is required.
  • Completion of OSHA Certificate (100-hour course) or equivalent is essential;

B. Work Experience

  • Minimum 4 years’ demonstrable experience in managing health and safety on construction sites is essential;
  • Proficient in the use of computers and office software packages (MS Word, Excel, Access, PowerPoint, Google Suite, etc.), contract management software and experience in handling web-based management systems;
  • Knowledge of UNOPS/UN rules and regulations will be an advantage;

C. Languages

  • Fluency in English is required
  • Fluency in Pashto and Dari languages are highly desired;
