The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers and community-based service delivery initiatives to address the shortfall.

Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, that are often interrelated. For example, in some cities, the lack of functionality in the water sector is tied most directly to the lack of electricity rather than to physical damage to water infrastructure. As a result, wastewater continues to overflow into streets, which in turn has significant implications for the health and transport sectors. Similarly, the absence of electricity across many cities in Yemen is not solely tied to infrastructure damage of energy facilities but rather to the lack of fuel, amongst others due to severe transport limitations and access constraints. These cross-sectoral linkages demonstrate the need for an integrated, multi-sectoral approach that provides synergies and responds to the multi-faceted needs on the ground.UNOPS is undertaking a multi-sectoral engagement aimed at restoring urban services mainly in energy, urban roads, WASH and municipal services in targeted cities in Yemen using an integrated approach.

Strengthening Resilience through Enhancing Health Service Facilities in Yemen - Strengthening the resilience of local health service providers and targeted local communities through increasing access to health facilities for the most vulnerable population and coping with COVID-19 pandemic in Yemen by establishing COVID-19 isolation units according to UNOPS Design Manual for Buildings and the WHO Practical Manual for Severe Acute Respiratory Infection (SARI) Treatment Center. - Contributes to enhancing the capacity building of staff working in these health facilities and isolation units through providing training in different areas of needs.

Rehabilitation of Health Storage Warehouses in Yemen - Strengthening preparedness and surveillance including early detection and response measures to communicable diseases, outbreaks and epidemics including COVID-19, - Increasing access of vulnerable populations including IDPs to the Minimum Health Service Package, supporting the health system and community resilience at all levels, and, - Strengthening the health system and operational support to health facilities.

Functional Responsibilities

The Health Safety, Social and Environmental (HSSE) Specialist will report directly to the Programme Manager and will ensure full coordination with the Multi-country office and Regional HSSE Specialist, Programme team and Project team members.

Under the guidance and direct supervision of the Programme t Manager, the main duties of the HSSE Specialist is to facilitate compliance with applicable World Bank Environmental and Social standards and UNOPS Health, Safety, Social and Environmental (HSSE) systems and provide advice on preventive measures needed in order to minimize harm resulting from hazards in the different projects implemented under the Yemen Integrated Urban Services Emergency Project in Yemen, Yemen Emergency Electricity Access Project YEEAP-II, Yemen Life Connectivity Emergency Project,Strengthening Resilience through Enhancing Health Service Facilities in Yemen, Rehabilitation of Health Storage Warehouses in Yemen and The Yemen Emergency Human Capital Project . The incumbent needs to establish a safe workplace according to UNOPS health and safety management systems, and foster a culture of attention to health, safety, social and environmental issues in all the phases of the project implementation. Specifically, He/ She will be responsible for the following duties:

HSSE Planning, Coordination, and Implementation

  • Closely follow up the integration of safeguard assessment information and completion of safeguards self-screening Checklist during the project development process;
  • Ensure that appropriate environmental and social mitigation measures are proposed and met;
  • Prepare Environmental and Social Management Plans based on the project Environmental and Social Management Framework (ESMF) and ESCP.
  • Ensure timeous approval of E&S Safeguard instruments by the World Bank team before implementation;
  • Update and report on the implementation and progress of all safeguards instruments like the Project Environmental and Social Commitment Plan (ESCP) and Stakeholder Engagement Plan (SEP);
  • Report and follow up to ensure that proposed mitigation measures are implemented according to site-specific Environmental and Social Management Plans (ESMPs);
  • Lead on developing and delivering a series of spot checks to ensure safeguards policies are properly implemented at grassroots level in line with the Project safeguard framework and plans;
  • Prepare report on the safeguard risks with appropriate actions to be taken for all project activities and ensure that timely actions are taken;
  • Coordinate the development of health and safety systems, and procedures in line with corporate policies and guidelines;
  • Advise the Programme Manager on all health and safety related matters during project planning and implementation;
  • In line with the UNOPS HSSE policies, procedures and guidance, develop and/ or advise on risk mitigation actions required outlining potential threats, risks levels and recommended mitigation strategies during project implementation, taking into consideration relevant and existing assessments;
  • Provide advice and support for the PM to prepare health and safety work plans including budget for all aspects of the projects implementation in compliance with UNOPS HSSE policies, procedures and guidelines;

HSSE Monitoring and Reporting

  • Propose and control projects’ budgets for health and safety and monitor related expenditures;
  • Conduct regular site visits to identify possible areas/issues of non-conformity work on the action plan, if there are any gaps.
  • Prepare HSSE reports and provide statistical information to Programme Manager.
  • Implement mechanisms for reporting all health and safety incidents that may have an impact on the project, as well as ensure that all accidents are documented, reported internally and/ or externally as per the agreed reporting protocols, investigated while ensuring that any recommended improvements are implemented in a timely manner.

HSSE Compliance

  • Ensure that all WB and UNOPS Health & Safety policies, requirements, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated;
  • Regularly monitor contractors to ensure they meet and also abide by applicable legislative requirements.
  • Perform health and safety projects’ assessments, both routine and exceptional, as required, to ensure optimal HSSE standards are in place;
  • Revise and update the office Business Continuity Plan from a health and safety perspective to ensure a safe workplace environment without risk to the health of personnel.

Building and Knowledge Management

  • Initiate, organize, and deliver HSSE trainings and learning initiatives for UNOPS personnel, contractors and implementing partners;
  • Oversee team’s contributions to health and safety knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices;
  • Carry out training on Environmental and Social Safeguard instruments and integrating principles of climate change programme.
  • Provide an induction to all new project personnel on HSSE requirements;
  • Support the PMs in capacity building planning and transfer of HSSE project-related knowledge among the relevant projects’ stakeholders, both internal and external.'

Education/Experience/Language requirements

Education:

  • Advanced university degree is required, preferably in health and safety management, natural science, engineering Environmental Science/ Environmental Economics, Natural Resources Management or relevant scientific disciplines is required.
  • Bachelor degree in combination with an additional 2 years' of relevant work experience (7 in total) can be accepted in lieu of the advanced degree

Experience: - A minimum of 5years of progressively responsible experience in Health, Safety, Social and Environmental (HSSE) management is required, with at least 3 years in managing and implementing projects’ related health and safety matters. - Experience in Health and Safety risk assessments, inspections, incident investigation, and training facilitation is required; - A minimum of 2 years of progressively responsible experience in the development and implementation of environmental and social safeguards is highly desired. - Experience of working at UN agencies or other international Humanitarian/ Development organizations is highly desired. - Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset.

Language: Full fluency in English is required. Arabic language is strongly desired.

Certification: Certification in Occupational Health and Safety, such as NEBOSH IGC1, IGC2, GC3 and OHSAS 18001 is desired
