Background Information - Afghanistan

Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the Government and people of Afghanistan through delivery of projects and services in line with the government’s national priorities. The UNOPS Afghanistan Operations Centre (AFOC) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFOC is implementing a number of projects in a range of sectors including infrastructure (roads, bridges, justice and security, health, and water supply) development, procurement services, HR services, capacity building, and humanitarian protection, amongst others, on behalf of the Government of Afghanistan, the international donor community, and other UN agencies.

The functional objective of UNOPS AFOC is to contribute to the achievement of the development outcomes sought by the Government of Afghanistan. The aim of UNOPS AFOC is to provide efficient and cost-effective implementation services on behalf of all our partners to support the reconstruction and development of the country. UNOPS AFOC’s mission is to exceed the expectations of all stakeholders in the delivery of AFOC’s services, at all times, in all places, in all circumstances, in order to improve significantly the lives of all Afghans in need.

Programme Established in 2015, Resolute Support (RS) is a NATO-led, non-combat mission with a mandate to train, advise and assist the Afghan National Defence and Security Forces (ANDSF), who assumed nationwide responsibility for Afghanistan’s security following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission.

The purpose of RSHQ is to help the Afghan security forces and institutions develop the capacity to protect its citizens in a sustainable manner and to manage/improve security enhancements with Kabul city. The purpose of the UNOPS/RSHQ engagement is to support NATO for both the ANA Trust Fund and Kabul Security Force funding streams; for procurement of goods and services, contract management, maintenance of equipment(s), physical security enhancements, construction projects and construction work packages, as well as coordination and facilitation of RSHQ operations, programs and activities (non-kinetic only).

The UNOPS/RSHQ engagement is a complex and challenging programme which is set to expand significantly during 2020 and beyond.

Functional Responsibilities

Purpose and Scope of Assignment

The Health, Safety, Social and Environmental Analyst will report directly to the International Health, Safety, Social and Environmental Senior Analyst, and as a sub-set of the AFOC QA/QC unit, will ensure full coordination with the Construction Engineer, Site Engineers and other project team members.

In general, the main duties of the Health, Safety, Social and Environmental Analyst include ensuring compliance with occupational health and safety, social and environmental laws, procedures, guidelines and specifications and to provide advice on measures needed to minimize hazards or unhealthy situations in construction sites. The Health, Safety, Social and Environmental Analyst needs to establish a safe workplace according to legal standards and foster a culture of attention to health, safety, social and environment management in all work sites under the project throughout the project life cycle. The Health, Safety, Social and Environmental Analyst shall focus primarily on prevention of accidents and is expected to be detail-oriented and ready to act in emergencies. The Health, Safety, Social and Environmental Analyst will be expected to work closely with the AFOC QA/QC HSSE Focal Point to ensure compliance with AFOC and UNOPS policies.

More specifically, the Health, Safety, Social and Environmental Analyst will, under the overall guidance of the International Health, Safety, Social and Environmental Senior Analyst, be responsible for the following substantive tasks:

  • Prepare and/or update health, safety, social and environmental management plans, review them on a regular basis and keep them up to date at all times.
  • Advise and instruct project staff, contractors, consultants and other stakeholders on various safety, health, social and environmental related matters related to project implementation.
  • Support the RSHQ Project Managers in raising awareness on health and safety issues among project staff, consultants, contractors and other stakeholders and within UNOPS in general, working closely with the AFOC QA/QC Section.
  • Conduct risk assessments and enforce preventative measures on HSSE.
  • Initiate, organize and conduct HSSE training for UNOPS RSHQ project teams, contractors, consultants and other stakeholders.
  • Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected.
  • Oversee installations, maintenance and disposal of substances, plant and equipment etc. to ensure they are done in conformity with applicable laws and industry best practice.
  • Record and investigate incidents (including near misses) to determine the cause and to propose improvements to processes in the future.
  • Prepare reports on incidents (including near misses) and compile statistical information to present to upper management on HSSE matters.
  • Ensure a safe workplace environment is maintained at all times without risk to the health and safety of everyone including workers, UNOPS staff, other stakeholders and the general public.
  • Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
  • Ensure contractors meet statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting.
  • Ensure that safety inspections, risk assessments, working procedures are managed, and contractors and employees are aware of their responsibilities in relation to health and safety issues.
  • Co-ordinate the development of HSSE policies, systems, procedures and guidelines.
  • Ensure full and accurate health and safety training records are documented.
  • Establish a full programme of documented HSSE inspections, audits and checks.
  • Establish and conduct a structured programme of health & safety training (including a well-developed induction program) for RSHQ project staff, contractors, consultants and other stakeholders.
  • Establish an HSSE Committee for the RSHQ programme, manage and devise the agenda for, chair and formulate & distribute minutes for the Health & Safety Committee meetings.
  • Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the stakeholders.
  • Provide regular reports to the RSHQ International Health, Safety, Social and Environmental Senior Analyst and/or RSHQ Project Managers on relevant health and safety activities.
  • Participate in regular site meetings to report on relevant health & safety matters and to provide necessary advice.
  • Any other tasks assigned by the International Health, Safety, Social and Environmental Senior Analyst.

Education/Experience/Language requirements

Education

  • A Bachelor’s degree in Health and Safety Management, Environmental Management, infrastructure, Civil Engineering, Natural Sciences or other relevant discipline is required.

Experience

  • Minimum two years demonstrable experience in managing health and safety on construction sites is essential.
  • A proven track record experience managing health and safety in construction, manufacturing, mining or similar production environments is an asset.
  • Experience in health & safety and environment management is an asset.
  • Knowledge of UNOPS/UN rules and regulations will be an advantage.
  • Knowledge of G Suit Package is an asset.

  • Fluency (oral and written) in English is essential.
