Background The purpose of the Health, Safety, and Security (HSS) Technical Officer in the South Area Office is to support the Area Manager and HSS Coordinator in providing adequate support to program and support teams in carrying out their activities in a safe and secure manner. The HSS Technical Officer will report to HSS Coordinator.

1. Role and responsibilities The HSS Technical Officer shall participate in the below listed generic and specific tasks with an aim to ensure that all NRC staff in Ukraine have access and support that is required for HSS-related documents.

Generic responsibilities

1. Participate and assist in the production of all HSS-related documents for Area Office and Field Offices. 2. Implement delegated HSS tasks according to the plan of action. 3. Promote and stimulate HSS risk management culture. 4. Contribute to weekly South Area HSS status updates and reports. 5. Conduct physical verifications for all HSS-related equipment in the Area Office and Guesthouses 6. Support Area Office (AO) and Field Office (FO) as required during absences and times of increased need. 7. Compliance and adherence to NRC policies, guidance and procedures. 8. Assist in the production of Security Risk Assessments AO level. 9. Assist in the production of Area Security Reports. 10. Assist in the updating of all relevant HSS documents. 11. Prepare reports as required. 12. Participates in due diligence and assessment of partners. 13. Proper filling of the HSS Documents. Updating information in HSS trackers.

Specific responsibilities

1. Monitor and assess the security situation and contextual developments in the Southern Oblasts 2. Coordinate staff in responding to emergencies and air alarms 3. Determine HSS needs in collaboration with program teams 4. Support the HSS Coordinator in the preparation of periodic Area Security Risk Assessments (SRA) and Rapid Security Risk Assessments (RSRA) 5. Contribute to updating the Area HSS briefing package, weekly HSS updates and reports 6. Provide HSS induction brief with new staff and visitors arriving in South AO 7. Assist in the security assessment of new project locations, guesthouses, offices, hotels and other 8. Assist in the communication and rollout of systems, practices, SOPs and protocols for staff to follow and create the safest working environment 9. Support the HSS Coordinator in coordinating and/or delivering training for staff on HSS topics 10. Participate in capacity building as directed by the HSS Coordinator and HSS Manager to maintain an in-house capacity on HSS related training, including assistance in producing training reports if required. 11. Participate or individually carry an internal security audits as instructed by the HSS Coordinator and HSS Manager 12. Manage and monitor movements of staff and visitors in the South Area via the online TAR 13. Raise Procurement Requests for HSS equipment and training 14. Responsible for securing and filing HSS documents in the South Area SharePoint and Country Office Filing Tree 15. Be prepared to participate or represent NRC in internal and external meetings 16. Any other relevant tasks as delegated by the HSS Coordinator, Area or Field Manager

1. Professional competencies

These are skills, knowledge, qualifications and experience that are important for effective performance.

Generic professional competencies:

 2-3 years of experience working in the field of occupational health, safety and security. Security experience in a humanitarian/recovery context is preferred

 Bachelor’s degree in a relevant field  Previous experience working in complex and volatile contexts  Fluency in Ukrainian and Russian  Knowledge of the English language both speaking and writing  Diplomacy/negotiation skills  Documented results related to the position’s responsibilities.

2. Context related skills, knowledge and experience

Context-related competencies are the knowledge, skills and experience required because of the context, location and/or current priorities in the role.

 Familiarity and knowledge of the developing context in Odesa, Mykolaiv and Kherson Oblasts.  Knowledge about security related actors and information sources in Odesa, Mykolaiv and Kherson Oblasts.  Ability to communicate and liaise with varying interlocutors, incl. law enforcement agencies, military organizations, UN agencies and coordination mechanisms, other I/NGOs, and local administrations.  Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, and Outlook, and GIS mapping.  Proficiency in the use of smartphone applications like WhatsApp, etc.  Previous experience working with documents that require verification and control.  Ability to manage and prioritize a varied workload in a rapidly changing work environment.  Knowledge of radio communication is essential.
