What we are looking for:

The Health, Safety, and Security Manager is responsible for the development and implementation of Health, Safety, and Security function within Lebanon. The function overall mandate is to enable NRC operations across Lebanon while ensuring appropriate Duty of Care standards are upheld. The position holder will ensure that NRC Lebanon is well positioned to respond to current and future security risks and shall demonstrate strong engagement and leadership in major actions, in cooperation with the rest of the NRC team across the country. This role serves as a core member of the Country Management Group (CMG) and Crisis Management Team (CMT).

What you will do:

Key objectives for this role include:

  1. Implementation of the NRC Global Health, Safety and Security Risk Management System at national level ensuring compliance and adherence to NRC policies, guidance and procedures, and harmonised practices and procedures between AOs.
  2. Develop and maintain national HSS documents and procedures including strategy and budget, and ensure consistency and accountability of security and safety procedures across the whole country programme.
  3. Standing Member in the Country Management Group (CMG), provide the CMG with strategic advice based on changes to the context.
  4. Oversee and/or conduct Security Risk Assessment (SRA) according to minimum operational requirements (MOSS), supporting safety and security risk management for staff, assets, operation and reputation of NRC.
  5. Management of HSS staff as appropriate, including matrix management of the HSS staff in the Area Offices, including support, training, control and development of HSS staff in all offices.

Specific Responsibilities:

  • Review with AMs and other CMG member HSS team structure and department’s budget.
  • Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level.
  • Ensure relevant SOPs in the mission are developed and regularly updated for each topic.
  • Ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situation.
  • Ensure that Duty of Care (DoC) HSS standards are upheld at all times and that corrective measures are implemented when weaknesses are identified.

  • Contract: 12 months (Fixed-terms, renewable based on funding, performance and need for the position)

Lebanon remains the country hosting the largest number of refugees per capita: an estimated 1.5 million Syrian refugees and an estimated 257,000 Palestinian refugees. Lebanon continues to be affected by a colossal economic crisis and an uncertain political atmosphere. In the last three years the currency has lost more than 95 per cent of its value. Over half of the Lebanese population is currently living below the national poverty line. For Syrian refugees, the figure is even higher, with nine out of ten refugee families currently living in extreme poverty. Community tensions are at an all-time high.

The Lebanese government has become very explicit in its position that the return of refugees to Syria should be prioritized given its own unprecedented crisis. It reactivated the refugee return facilitation scheme in October 2022 and since the beginning of 2023 is sending back to Syria more people than before. Over 80 per cent of Syrian refugees do not have legal residency in Lebanon, which jeopardizes their sense of safety and overall protection.
