You have:
- Advanced University Degree with a minimum of 5 years of relevant experience of Health, Safety and Security management
- Minimum 3 years of experience from working as a senior HSS Manager in an international humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Substantial and demonstrated prior experience as a trainer
- Documented results related to the position's responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English and French, both written and verbal
- Professional qualifications or studies in general management, HSS and/or risk management
- Experience or qualifications in humanitarian access
- Experience or qualifications in humanitarian negotiations
- Experience in risks management for implementing partners or remote management
- Proven experiences in crisis management
- Knowledge of the context of Cameroon and/or of Lake Chad Basin
- Knowledge of local security actors is a plus

Background/Context
NRC has been operational in Cameroon since April 2017, and currently has five field offices; Maroua and Kousseri in the Far North; Buea in the South-west; Bamenda in the North-west and Batouri in the East. NRC maintains a coordination office in Yaounde’.
The Country HSS manager serves as the lead technical resource on Health, Safety and Security, Access and crisis management within Cameroon. This function is line managed (directly) by the Country Director (CD) and managed in a technical line (dotted) by the Regional Head of HSS and by the Regional Access Adviser. This role acts as the technical supervisor for Area Health Safety & Security (HSS) staff or equivalent within the country, serves as a core member of the country management group, guides access strategy and approach, and plays a key role in the crisis management team.

What you will do
- Support security assessment at Area level conducted by HSS teams and access coordinator
- Support the Hard-To-Reach assessment conducted by the Access Coordinator with the help of the Regional Access Advisor
- Develop and share with Country Office (CO) and Regional Office(RO) country weekly security analysis and monthly reports
- Ensure the Monthly Report Format is correctly filled and shared with RO/HO
- Liaise with the Head of Support (HoS) and Head of Programs (HoP) to ensure that Security needs and activities are adequately budgeted
- Ensure constant communication and coordination between HSS department and the program departments to facilitate humanitarian access and program delivery in the area of operations.
- Ensure that solutions respect both the rules and principles of the Security System of NRC, as well as the humanitarian standards of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries;
- Monitor and assess Security service providers’ performance, manage their contracts and acts as a primary focal point with security service providers.
- Ensures Crisis management preparedness in country level
- Put on place Relocation, Hibernation and Evacuation plans and organize relevant drills.
- Regularly update contingency plans
- Ensure that the CO is compliant according to NRC’s HSS standards (follow up of Keys control indicators).
- Training and capacity building in HSS and Access (humanitarian principles, access and humanitarian negotiation)
- Attend if required external coordination meetings such as access WG meetings or other security meetings with other INGOs (e.g. INSO meetings).
