Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs of both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is expanding its programming to cover education and livelihoods/DRR, as well as its geographic footprint in the host community and to other parts of the country.

Purpose of the Role

The position will work under the direct supervision of Sr. Health Coordinator and will be responsible for playing a key role in leading on, delivering and timely implementation of about $ 4-6 million worth of different health projects and Disaster preparedness both in Refugee and host community setting. The position will directly supervise a team of Sr. Health Managers and will closely work with Field Coordinator, Supply Chain Coordinator, Security Coordinator, government liaison focal (s) in ensuring the quality of health program while will be directly accountable for implementation and budget utilization. Close day to day interaction will also be required with Grants, MEAL, HR, Finance and Operations teams.

Highlights of Key Responsibilities

Program Leading, Management, Implementation and Coordination

· Coordinate and provide managerial supports to the planning and timely implementation of activities according to the actions defined in the approved project proposals and IRC PCM (Project Cycle Management) guidelines.

· Ensure that project budgets and detailed implementation plans are in place and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.

· Ensure that all program targets are reached following agreed program objectives and log-frame.

· Ensures that the projects are implemented in full compliance with IRC, Govt. and donor processes, policies, systems, and procedures.

· Ensure that health programs maintain quality standards utilizing standardized protocols and guidelines, as outlined by the Ministry of Health, WHO and IRC global standard.

· Carry out regular field/camp visits to monitor and inspect works, regularly assess and provide feedback and recommendations to field staff on the quality health programmes and interventions.

· Organize regular project review sessions jointly with MEAL, Grants team, Finance and Operations team.

· Set up a system for documenting IRC’s health program outcomes and outputs in collaboration with the grants unit, MEAL and the Senior Health Coordinator.

· To ensure proper entry and roll-out of new projects and extension phase of on-going projects and ensure that Sr. Managers receive quality supports to carry this out effectively and efficiently.

· Ensure integration of Health and Protection and other relevant IRC sectors in every phase of project management

· Perform priority organizational tasks related to his/her competencies as may be assigned from time to time.

· Ensure that sensitivity to health & protection issues and application of the principle of confidentiality is maintained and not compromised at any stage of implementation.

- Provide leadership to manage diversified partnership for project implementation - like local and national humanitarian actors, govt, private sector, local civil society Networks/alliances, and NGOs

· Collaborate and coordinate closely with all other members of the emergency response team and link development with emergency response activities.

· Ensure the timely submission of quality internal and external/donor information and reports for donor reports for all health projects, including reporting against the logical framework.

· Regularly monitor and report on health needs and service delivery gaps in Rohingya camps and host communities; make informed recommendations to Senior Health Coordinator on the capacity of the IRC to address identified needs.

· Support Senior Health Coordinator during project design process for new or adapted health programming, including the development of budgets, proposal narratives, logframes, and other supporting documents.

Budget Management

· Oversee project budgets and spending and capacitate the team to effectively implement these tasks

· Authorize expenses, monitor program expenditure and budgets, and work with Program, Grants, Finance, Operation and Supply Chain team to ensure resources are optimally utilized and spending is in line with IRC’s financial procedures and donor requirements.

· Ensure that PCM tools are in place and their timely implementation.

Team Management

· Effectively manage talent and supervise teams, manage team dynamics and staff well-being, provide coaching and strategically tailor individual development plans.

· Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful feedback on their performance and maintain IRC people’s Management standards.

· Complete performance management for direct reports timely and monitor and assess performance to ensure adequate capacity.

· Provide recommendations to Sr. Health Coordinator and HR on issues related to managing staff performance and other related concerns.

· Address and mitigate staff complain and conflicts in coordination with the Sr. HR Coordinator and Sr. Health Coordinator.

· Ensure that all responsibilities and duties are carried out in a way that promotes IRC’s values and culture.

- Provide support to the team members on time to meet project and learning needs. - Ensure that all health staff are adequately trained though internal and external trainings and, if necessary, create possibilities for capacity building, mentoring and coaching for health staff. Plan and develop training plan engaging Senior Health Coordinator and Sr. Managers. - Provide regular capacity building, mentoring and coaching to increase the capacity and empowerment of Senior Managers and Managers

Representation

· Represent IRC to and proactively engage in relevant coordination fora and meetings at both the field and Cox’s Bazar level.

· Develop and maintain effective functional relationships and linkages with all relevant stakeholders, including partners, government stakeholders, INGO/NGOs, UN agencies etc. to enhance cooperation and coordination.

- Represent IRC when needed in relevant coordination meetings/workshop/seminars etc.

Qualifications

- Minimum of 6 – 8 years of experience with progressive senior-level health program and project management experience related to Bangladesh health service delivery and system strengthening activities. - 2 – 3 years experience of working in the Rohingya context focusing on health services, including addressing the diverse needs of women and girls living in Rohingya camps.

· Understanding of humanitarian/ emergency response/development and minimum five (5) years of relevant professional experience, including experience in Primary Healthcare and Sexual and Reproductive Health. Experience with GBV, Women’s Empowerment, protection programming and partnership management is preferred.

· Expertise and experience in delivering and managing complex projects

· Strong organizational skills, including the need to be agile by responding to requests at short notice, work on multiple projects with competing priorities at the same time with the ability to meet deadlines

· Demonstrable people and budget management skills

· Ability to work cooperatively in a cross-cultural setting

· Adaptable and able to work under pressure in a demanding and fast-moving environment

· Initiative and motivation to work independently and develop solutions to problems.

Competencies: Knowledge, Skills & Abilities

- Good understanding and experience of working / dealing with GoB’s health sector architecture in Bangladesh as well Rohingya health response. The position holder should have adequate knowledge on Primary Health Care (PHC), Maternal, newborn, child and adolescent health (MNCAH) and Sexual and Reproductive Health and Research (SRH) system under Rohingya response and national health strategy, action plan and Operational Plans (Ops) under Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP).

· Understanding of Project Cycle Management (PCM)

· High-level sensitivity to protection issues and application of the principle of confidentiality

· Strong communication skills, with a good understanding of relevant cross-cultural and sensitive issues.

· Excellent budgeting and qualitative and quantitative reporting skills

- Ability to maintain strong integrity on behalf of the organization

· Team/People Management

· High level of Competency in MS Office Package and web-based tools for project management

Language Preference

· Proficiently in reading, writing and speaking in English and Bengali

Specific Educational Qualification

- MBBS with Master’s Degree in public health or related field required

Professional Degree/ Certification

· Certification in Project Management will be considered a plus
