Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic well-being, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: IRC is currently looking for a motivated individual who will be responsible for providing efficient, high-quality administrative, referral and health information system support to the health program in the IRC Sangkhlaburi office in Kanchanaburi Province. This position will be based in the IRC Sangkhlaburi office under the direct supervision of the Clinical Manager.

Major Responsibilities:

Administrative Responsibilities • Assist health staff with day-to-day administrative requirements and functions such as preparation of purchase requests, support procurement of health supplies and materials, updating the health procurement plan, follow-up the lead time and deliverables of equipment and materials, clearing of advances, putting in vehicle requests, etc. • Serve as the focal person for the health team in liaising with the operations team on all health program administrative matters. • Assist Health staff in finance, logistics and procurement including preparation of Purchase requests, and tracking PR. follow-up on the lead time and deliverable of equipment and materials as requested by the Program team. • Provide administrative and clerical support in preparation for, and during health workshops, meetings, and training, etc. (e.g., distributing schedules and notices, identifying, and preparing venues, arranging supplies, equipment, materials, etc.) • Provide technical support to the EMR translation assistant based in Kanchanaburi for referral, follow-up, and hospitalized patients at the Thai hospital in Kanchanaburi and supervise his/her daily activities • Perform other administrative duties as required.

Take care of referral patients and process: • Submit a formal referral request letter to the District office and make sure to get approval before the date of referral. • Register all patients in the referral database upon arrival at the Thai hospitals. • Facilitate all patients and relatives to follow the rules and regulations in the referral process and ensure the IRC referral protocol is followed. • Ensure that treatment prescribed and instructions from the hospital are well communicated with the camp medical team properly and well transmitted to the patient and camp medical team • Organize transport to and from the hospital for patients in coordination with IRC Senior/Lead driver • In case of hospitalization, assist with administrative formalities to both patient and caretaker upon admission and discharge • Provide support for emergency referrals according to a plan done by the Senior Health Manager • Work together with the EMR translation assistant based in Kanchanaburi for referral, follow-up, and hospitalized cases at the Thai hospital in Kanchanaburi • If required, take night and weekend shifts for emergency referrals according to planning done by Senior Health Manager • Conduct regular (weekly) reviews of hospital bills for hospitalized cases in Thai hospitals and inform the Senior Health

Manager accordingly to take necessary action • Check, analyze and submit payment for monthly bills received from Thai hospitals. • Update the referral cost regularly in the referral database and take care of the referral database and data management • Perform other related tasks and ad hoc activities assigned by supervisors and/or line manager

Qualifications

Job Requirements: Education: College/University Diploma (bachelor’s degree is an advantage) Work Experience:

Minimum 2 years of working experience in administration and/or operational support role especially in a Thai health care setting and a refugee setting or in a developing country is plus.

Demonstrated Skills and Competencies: • Demonstrated experience in administration and/or operational support role • Ability to work well in a team • Ability to work independently • Ability to respond quickly to program needs • Good communication skills: verbal and written • Good time management skills • Critical thinking and analytical skills • Experience in working with NGOs is an advantage

Language Skills: Fluency in English and Thai (Sagaw Karen or Burmese is a plus)

Computer skills: Computer literate, able to develop presentations and spreadsheets.

Certificates or Licenses: None Working Environment:

The position is a National Position based in the IRC Sangkhlaburi office, with travel to the refugee camps and the Thailand-Myanmar border area as required.
