ORGANIZATIONAL CONTEXT

WFP Supply Chain has a long history of collaboration with the UNDP and the Global Fund in the last mile delivery of health supplies. As part of the GFTAM grant, UNDP is implementing the last mile delivery of health supplies in two (2) of the eighteen (18) regions of the Republic of Angola.

Under this partnership, WFP was requested to provide logistics services on behalf of UNDP in these regions– Benguela, Cuanza Sul. The services include warehousing, transport, and Last Mile Distribution (LMD) of pharmaceuticals and medical supplies purchased by UNDP with Global Fund funding to over 529 health facilities in these regions.

In response to this growing demand and complexity, UNDP has asked WFP to extend the same logistical services to an additional province, Bie. This new challenge significantly increases the operational complexity and demands the augmentation of the data tracking team with a resource with experience that can ensure seamless service delivery and maintain operational excellence.

Angola operations are also strongly focused on being a leading example in product tracking and supply chain visibility and become a center of excellent on these areas, to support all other WFP Service Provision Health Operations.

To cope with the complexity of including a new province in our operation and to advance our mission of becoming a best-in-class operation, the Angola team is actively seeking to hire a Health Products Tracking Specialist (RITA). This specialist will play a critical role in not only helping Angola achieve its goal of being a best-in-class operation, but also in supporting other WFP operations to address and solve complex issues related to data and product tracking and ensure overall improvement of its data and product tracking processes.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Supervise the RITA team to ensure accurate capturing of all operations, including reception and storage of TB, HIV, Malaria medicines, and other related Covid commodities, last mile deliveries to health facilities, and documentation management.
  • Guarantee that all records in RITA match the reality on the ground and that proper processes are adhered to, ensuring data integrity.
  • Ensure timely reporting to meet the data requirements of the operation, using RITA as a primary tool.
  • Perform reconciliation exercises whenever a physical inventory is done to match the physical stock with the records in RITA.
  • Provide comprehensive support on all data-related matters, utilizing RITA for data collection and analysis.
  • Commit to continuously improve the warehouse floor processes to enhance both operations and data capturing in RITA.
  • Contribute to defining requirements to either enhance RITA or identify a more powerful and updated product tracking system for WFP Service Provision operations, leveraging the experience from RITA usage.
  • Work closely with the Information and Data Management Officer (IDMO) to ensure comprehensive and accurate internal and external reporting on all data-related matters.
  • Support all the Supply Chain Planning visibility analytics and tools being implemented by the SC Planning team, incorporating RITA's capabilities.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in relevant field;

  • Experience: Minimum 5 years relevant work experience.

    Prior experience is specifically required in:

  • Using RITA in WFP Service Provision Operations consistently for 4 years or more years

  • Health Products Tracking (in particular for products of Malaria, TB and HIV Programs)

    Additional experience that will be highly valued:

  • Supervision of data entry teams

  • Training of data entry operators
  • Drafting SOPs for data capturing processes

  • Language: Fluency (level C) in both Portuguese and English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Excellent analytical skills;
  • Advanced knowledge of logistics operations (WFP Service Provision operations as well as knowledge of medical logistics is considered an advantage);
  • Solid knowledge on the use Microsoft Excel
  • Ability to meet deadlines and work under pressure as part of a team;
  • Strong analytical abilities (quantitative and qualitative), with the ability to think outside the box
  • Sound knowledge of MS Word, MS PowerPoint and other related software;
