PURPOSE OF THE POSITION:

The Health Products Manager is the focal point for developing and maintaining strategic initiatives for the supply chain of health products and medical equipment financed by the Global Fund grant implemented throughout the Central African Republic by World Vision as Principal Recipient.

He/she is responsible for the end-to-end supply chain for health products and medical equipment. He/she ensures an uninterrupted supply of health products throughout the health pyramid in CAR.

He/she will be part of the national technical team in charge of quantification and establishing an annual supply plan for health products to fight against HIV, Tuberculosis and malaria. He/she will be responsible for monitoring the acquisition process of health products and medical equipment through the Global Fund's pooled procurement mechanism (PPM), interacting with suppliers and freight forwarders in the context of monitoring deliveries. He/she must develop collaborative relationships with PSM managers from different programs of the Ministry of Health and Population and other partners for integrated and harmonized national supply chain management. He/she is responsible for monitoring and evaluation through an efficient logistics management information system (LMIS) mechanism in order to enable rational use of health products at all levels.

MAJOR RESPONSIBILITIES:

  • Manage end to end the supply chain process for health products, medical devices and medical equipment funded by the Global Fund
  • Serve as expert in national quantification committee for forecasting, budgeting and supply planning of VIH, Tuberculosis and malaria health product.
  • Develop processes to ensure compliance with Global Fund policy and regulations related to the procurement and supply chain management of health product and medical equipment in terms of quality assurance.
  • Place orders for health products and medical equipment through the Global Fund's pooled procurement mechanism (PPM) and ensure goods monitoring by interacting with suppliers and freight forwarders and clearance agencies. Coordinate the acquisition of taxes exemption from custom through the Ministry of Health and or Ministry of Finance and budget.
  • Monitor and forecast upcoming levels of demand and track inventory levels in order to avoid stock out or overstock of HIV, tuberculosis and malaria products.
  • Well involved in logistic management information system (LMIS) for collecting, analysis of logistic data from central warehouses and health facilities level in order to improve the decision related to health products supply.
  • Elaborate and submit the report on procurement plan implementation based on HPMT and the update report on stock monitoring to the project managers and Global Fund country team.
  • Work closely with WFP and subrecipients in order to ensure a delivery on time health products to health facilities and follow up inventory and products use as well,
  • Develop a supplier performance evaluation mechanism to enable team to effectively improve the delivery lead time and quality of delivered products.
  • Establish batch recall mechanism in case of quality concerns or expiry and put in place a process of incineration
  • Oversee quality control and pharmacovigilance activities in accordance with national and international standards, including the Guide to Global Fund Policies on Procurement and Supply Management of Health Products.
  • In collaboration with in-charge of health product PSM in the Ministry of health and at subrecipients level, conduct a regular coaching supervision of health product management and use in health facilities and compliance with treatment protocol and algorithm of testing VIH, TB and Malaria

REQUIREMENTS:

  • 5-7 years of experience in quantification for Health Products for HIV, TB and Malaria required.
  • Experience in laboratory strengthening projects, required.
  • 5 years of experience with Global Fund grants, an advantage/ preferred
  • Experience in supply chain strengthening projects, an advantage/ preferred.
  • Experience in procurement both pharmaceuticals, medical devices and equipment.
  • Extensive experience of medical logistics and health products supply chain systems in developing contexts.
  • Experience with managing medical warehousing facilities in support of NGO health programs.
  • Successful experience in audit/assessments and the implementation of supply chain management improvements.
  • Knowledge of risk management, with the ability to identify and address anticipated issues.
  • NGO experience preferred with understanding of institutional donors’ policies relating to Health Product procurement and management.
  • Extensive knowledge of Health Product related quality systems such as GDP and GMP as well as experience of others for example ISO 9000 series.
  • Must have proven project management skills and experience, excellent communication skills, the ability to find solutions and achieve results, the ability to analyze and resolve complex issues and the ability to motivate team members.
  • Ability to establish supplier specifications, measure conformance and identify process improvement opportunities that are defined in conjunction with internal customers is critical to this position.
  • Ability to provide fact-based advice and development of market and industry analysis.
  • Has advanced and proven knowledge of procurement industry cost structures and drivers.
  • Experience working in Challenging Operational Environment (COE) desired, experience in Central African Republic is a plus.
  • Complexity of products and projects requires high quality project and program management skills and a proven ability to manage change both internally and externally.
  • Pharmacist by training or other Health Science with health product supply chain management certified training. Holding master's is a plus.
  • Fluency in French and working knowledge of English is preferred.
  • Knowledge of WAMBO, the Global Fund’s online procurement system as well as other Procurement platforms
  • Knowledge of quantification tool ( Quantimed, Quan-TB, etc..) is a plus.
