Duties and Responsibilities The Unified Health System (SUS) was created with the objective of guaranteeing the population's access to the goods and services of public health, in a universal, egalitarian, and integral way, thus contributing to the reduction of the risk of illness and health problems. It is a fundamental instrument in guaranteeing the right to health in Brazil (Brasil, 1988; 1990). Within the scope of the SUS, several public policies and programs were implemented with the purpose of making this right effective, demanding that evaluations be carried out. Evaluation is a key element for the effective and efficient performance of the State, especially about the public policy cycle. When performed before the implementation of interventions, it guides the decision to select the most effective, effective, and efficient alternative. When done after the implementation of the intervention, it produces information that subsidizes the course correction, if necessary. Within the federal government, policy evaluation has been treated as a priority activity and IPEA plays an important role as a government advisory body on this topic. In this way, the work includes the role of the consultant in a working group, made up of IPEA researchers, who will design and carry out evaluations of different health interventions, such as policies, programs, and health services. Different methodological approaches will be used to carry out executive, problem diagnosis, design, implementation, governance, results, impact, economic and social returns, as well as efficiency assessments (Brasil, 2018). As a result, impact assessments of the reduction of federal government subsidies will be presented on access to the Popular Pharmacy Program and assessment of human resources policies in health in Brazil and their impacts on the reproduction of social inequalities.
