Purpose for the Job:

Under the guidance of the Health Officer, NO-B with support from the Chief, CSD, the Health Officer (Gavi HSS Partnerships and Procurement Officer) will play a vital role in the successful implementation of the Gavi - HSS procurement of supplies and services and support to the management of CSO partnerships. Reporting to the NOB Health Officer (Gavi focal), this position requires meticulous project management skills and a deep understanding of processes related to procurement, contracting and partnerships from a programmatic perspective not only administrative/operations perspective.

UNICEF Cambodia has been entrusted by the Royal Government of Cambodia to support all procurement activities for the HSS3 project, which spans from 2023 to 2027. The position will be responsible for overseeing the procurement management and supporting the UNICEF health team on the end-to-end implementation of the project as per the MOH, UNICEF, Gavi Tripartite agreement detailed activities and timeline. This includes coordination between programme and operation teams, CSO partnership development and management, engaging with Ministry of Health officials, development partners, and the UNICEF supply section at both the headquarters and country levels.

This role will involve ensuring the effective and timely implementation of the procurement project within the specified timeframe. The project incorporates various innovative approaches, such as digital health interventions, equity interventions, and community engagement.

You will also be responsible for coordinating and managing the procurement of necessary supplies and services, this includes conducting market research, identifying suitable suppliers, negotiating contracts, and ensuring the delivery of high-quality products. Additionally, you will work closely with relevant stakeholders to monitor and evaluate the procurement and CSO partnership process, ensuring compliance with established guidelines and regulations.

The GAVI HSS Partnerships and Procurement Officer provides professional technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information while learning organizational rules, regulations and procedures to support the development and formulation of the Health Programme within the Country Programme.

Education:

  • A university degree in one of the following fields is required: Public Health, Business Administration, Management, Supply Chain and Operations, Finance, Monitoring and Evaluation and any another relevant technical field.

Experience:

  • A minimum of one year of professional experience in one or more of the following areas is required: public health, business processes and administration, planning and management.
  • Demonstrated experience and ability on the management of contracts and partnerships, project and budget management, programme, and budget monitoring in the health sector.
  • Relevant experience in a UN system agency or organization is considered as an asset.

Language:

  • Fluency in English. and a local language Khmer in Cambodia is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
